Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Award contracts for the purchase of body armor vests for a two-year period with provision for two <br />one-year renewals, in an annual aggregate amount not to exceed $144,000 with the following <br />vendors: <br />Vendor Location <br />Galls, an ARAMARK Company, LLC Orange <br />Quartermaster, Inc. Santa Ana <br />DISCUSSION <br />Police Officers are required to wear body armor (ballistic) vests for protection and safety while <br />performing their field duties. The existing concealable ballistic vests worn by the Police Officers <br />were purchased in 2006 with a warranty and life expectancy of five years. Over the last six <br />months, the Police Department evaluated several brands and models of vests based on ballistic <br />specifications as set by the National Institute of Justice (NIJ) Standard 0101.06 requirements for <br />Ballistic-Resistant Armor for Level II vests and judged coverage area, flexibility, comfort, <br />availability of the stock, and price range. The Police Department has selected two ballistic vests <br />which met all specifications and requirements. As a result, staff recommends Council approval of <br />this action. <br />The notice inviting bids was advertised on March 11, 2011, and bids were solicited. A summary <br />of the bid invitations and bids received is as follows: <br />22A-1
