Exhibit A -Scope of Work
The Madison Park Neighborhood Association, in conjunction with the City of Santa Ana would like to
increase water consumption marketing along the existing Pacific Bike Trail. This particular section is part
of the Golden Loop bike system that connects to the Santa Ana River. The City has been working closely
with the community to help families prioritize being healthy and fit. We are looking forward to adding the
following improvements: a rest stop and drinking fountain. Our current funding will not cover the cost of
signage and it is much needed in order to educate the community about the importance of water
consumption. The Madison SALUD (Active Living United Districts) Walking club uses the park and bike
trail in this area on weekly bases with the club members. The members are residents that reside in the
immediate area. The added improvements and signage will help with the club efforts on health and the
importance of water consumption. We are applying to secure funds to install one sign to be installed
at this location.
This location has approximately 1,057 users each weekday. In addition, it gets the most usage during 3:00
p.m. and 4:00 p.m. on weekdays, according to a recent study Parks and Recreation conducted at this site.
Santa Ana water meets all drinking water standards. Recently the City of Santa Ana received a Bronze
award at the Berkeley Springs International Water Tasting under the Best Municipal Water 2011
category. We want to encourage residents to drink our tap water because it is safe and tasty. As mentioned
before we will be installing a drinking fountain on site and this sign will encourage them to drink up and
fill up. The dietary recommendation by The Institute of Medicine advises that men consume roughly 3
liters (about 13 cups) of total beverages a day and women consume 2.2 liters (about 9 cups) of total
beverages a day.
Parks and Recreation also houses the Library Youth Health Ambassadors program. The primary mission
of the Youth Health Ambassador program is to inform and teach the community about healthy living. The
teens in the program along with a staff coordinator will be producing a PSA with the concept of
drinking water as a healthy step and drinking Santa Ana's tap water as a health money -saving step.
The video will be ready to be broadcast on CTV3 by May 20, 2011 _ CTV3 is managed by Parks and
Recreation and as such will showcase this 30 second marketing tool for several months on channel 3.
In January of 2011, the Youth Health Ambassador program was awarded a Library Services and
Technology Act (LSTA) grant of $28, 000 from the California State Library for their "Small Steps
Towards Healthy Living/Pasos Pequeiios Para Una Vida Sana" Video Project.
Community Services Supervisor Jeannie Jurado is working closely with the Madison Neighborhood
Association to get community input on the project, as well as with PWA to gather data about the water.
Librarian Cheryl Eberly will be coordinating the teens in the Youth Health Ambassadors program to
create the PSA for marketing water consumption.
Project Budget:
Budget Item Cost
One Sign $5,000
24" H x 36" W
Thickness .250" D
City's Federal (Tax) ID Number 95-6000785
5 1 P a g
Item Rationale
This sign will educate the
community on the importance of
water consumption.
