Such <br />barriers could range from relatively simple changes in policies or procedures to more complex <br />contract, organizational or charter changes. The differences in barriers are likely to dictate both <br />the time frame and the priority for each strategy, as well as the degree of difficulty to implement. <br />We will present the results of our analysis to the City Manager and management steering <br />committee for feedback. If additional analysis is needed we will conduct it following that <br />meeting. <br />Activity 6 - Present Draft Budget Stabilization Plan for Feedback <br />During this activity, we will prepare a PowerPoint to be presented to the Mayor and City Council <br />and executive management team. We will present the strategies along with supporting analysis <br />and seek feedback. <br />An option for your consideration is to have Management Partners present the draft plan to <br />stakeholders, such as employee associations or community groups. The value in this <br />undertaking is that if the draft budget stabilization plan is presented to stakeholders, the Mayor <br />and City Council will be informed about their perspectives, including support or opposition about <br />various strategies. If the City desires such presentations, we would be happy to scope this work <br />based on the number of presentations, and provide a separate fee proposal. <br />Activity 7 - Report Results <br />Incorporating the feedback we receive during Activity 6, we will refine our strategies and prepare <br />a draft report in the form of a memorandum with recommendations. We will review the draft with <br />the City Manager and management steering committee for clarity and factual accuracy then we <br />will finalize the report. We will present the final report to the Mayor and City Council, as <br />desired by the City. <br />Project Team <br />Management Partners has highly skilled consultants who will complete this work for the City. <br />Jan Perkins will be the lead consultant. She will be assisted by Andy Belknap, Cathy Standiford, <br />Larry Lisenbee, Ray Durant, Mark Olson, Linda Tran and other team members as would be <br />helpful. Brief qualifications for each team member are provided below. <br />Jan Perkins, Partner, has 30 years of management experience in local government. Before <br />joining Management Partners in 2005 she served in several California and Michigan <br />jurisdictions, including as city manager in Fremont and Morgan Hill, California. She also served <br />the cities of Santa Ana, California; Grand Rapids, Michigan; and Adrian, Michigan. She provides <br />assistance to government leaders in organizational analysis, leadership development, <br />facilitation, strategic planning, teambuilding, executive coaching and performance evaluation, <br />workforce and succession planning, and policy board/staff effectiveness. Jan has authored a <br />number of articles, including "Hiring 2.0: 23 Creative Ways to Recruit and Keep Great Staff," <br />which appeared in the January/February 2011 issue of Public Management magazine; <br />"Successful Leadership," March 2005, Public Management magazine; and "The Value of Going <br />;)p
