AECOM <br />Tasks associated with completion of the proposed work <br />effort are as follows: <br />Preliminary Environmental Study <br />After receiving a notice to proceed and preliminary <br />layout from AECOM for the build alternative, a Caltrans <br />Preliminary Environmental Study (PES) form will be <br />prepared for submittal to City and Caltrans for review. <br />The purpose of the PES is to identify and receive <br />concurrence from Caltrans regarding the technical <br />studies that will need to be prepared for the proposed <br />project and to receive concurrence regarding the <br />environmental document to be prepared. The PES will <br />be prepared using existing, available information and no <br />new analyses or detailed evaluations are assumed or <br />included. As directed in the PES, cultural information <br />will be provided entirely by Caltrans. The PES will be <br />revised twice following Caltrans review. Figures will <br />include a vicinity map, a location map, and the layout <br />provided by AECOM. No additional figures or graphics <br />are assumed to be necessary. <br />Deliverables: <br />• Draft, revised Draft, and Final PES. <br />Public Information Meetings <br />Although not legally required for the level of <br />environmental document that is proposed, it is assumed <br />that two public information meetings will be conducted <br />for the proposed project. One at the outset of the <br />project after the build alternative has been developed, <br />and one during the PA/ED process at times to be <br />determined by the City and Caltrans. The meetings will <br />utilize boards that present the project alternative. ICF <br />Jones & Stokes will assist the City and Caltrans in <br />organizing and holding the informational meetings. Itis <br />assumed that the City will secure the location for the <br />public meeting. For each meeting a notice will be <br />prepared by ICF Jones & Stokes for publication in a <br />newspaper of local circulation (Orange County Register, <br />etc.). This notice will be submitted to the City and <br />Caltrans for review and approval. It is assumed that ICF <br />Jones & Stokes will coordinate publication of the notice <br />in the newspaper and that the City will be responsible <br />for paying the newspaper directly for the publication <br />cost. It is assumed that the notice will be published in <br />one English and one Spanish language newspaper. ICF <br />Jones & Stokes will prepare a sign -in sheet, comment <br />cards, and up to three display boards using project <br />layouts/graphics provided by AECOM. In addition, direct <br />mailings to property owners and residents living within <br />500 feet of the proposed project will be distributed <br />using a mailing list generated and provided by AECOM's <br />right-of-way consultant or the City. No other direct <br />mailings are assumed. It is assumed that ICFJones & <br />Stokes Project Manager along with one additional <br />individual, if needed, will attend the meetings. <br />Deliverables: <br />using primarily project layouts/graphics <br />provided byAECOM, sign in sheet, and <br />comment cards) <br />Attendance at informational meeting by the <br />Environmental Task Manager and one <br />additionallCFJones & Stokes staff member, if <br />needed <br />Direct mailing to property owners and residents <br />located within 500 feet of the proposed project <br />(assumed thatAECOMs right-of-way <br />consultant or the City will provide the list of <br />owners and addresses) <br />Preparation and publication ofineetingnotice <br />once for each meeting in one English and one <br />Spanish language newspaper (assumed that <br />City will pay the newspaper directly for the <br />publication) <br />Technical Studies <br />All technical studies will be consistent with meetingthe <br />requirements of CEQA and NEPA, as well as those of <br />related environmental statutes and regulations. The <br />technical studies will be prepared to cover both related <br />statutory documentation requirements and to support <br />preparation of a joint NEPA/CEQA document required <br />for project approval. <br />Preparation of all technical analyses and reports will <br />follow local, state, and federal environmental <br />guidelines, primarily consisting of the Caltrans <br />Standard Environmental Reference (SER) website, <br />Caltrans Project Development Procedures Manual, local <br />and state CEQA Guidelines, and FHWA Technical <br />Advisory 6640.81 Guidance on Preparing and Processing <br />Environmental and Section 4(f) Documents. The <br />formats to be used for the technical studies will follow <br />the guidance available on the Caltrans SER website as <br />of the date that those studies are initiated. <br />Please see scope of work for each technical study for <br />details regarding studies to be prepared. <br />Unless otherwise noted, the deliverables for the <br />following technical studies will be a separate bound <br />report including a standardized project description, a <br />methodology relevant to each topic area, description of <br />the affected environment, impact assessment, and <br />mitigation measures. The screencheck technical study <br />will be submitted to the City (two copies) and to <br />Caltrans (four copies) for concurrent review. Following <br />City and Caltrans review a Draft of each technical study <br />will be submitted to the City (two copies) and to <br />Caltrans (four copies) for concurrent review. Following <br />Caltrans and City second review it is assumed that a <br />revisions workshop will be held to address any <br />outstanding comments, if any comments remain. <br />Following the revisions workshop a final version of each <br />report will be prepared.
