REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />APRIL 18, 2011 <br />TITLE <br />REQUEST FOR PROPOSALS TO <br />PROVIDE AND INSTALL LED STREET <br />LIGHTS <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2"d Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the Public Works Agency to send a Request for Proposals to qualified firms to provide <br />and install energy- efficient LED street lights. <br />DISCUSSION <br />The City owns 2,714 lights which are operated and maintained by the Public Works Agency. Of <br />these, 1,777 are street lights and the remaining 937 are safety lights mounted above traffic <br />signals. <br />The City uses conventional high - pressure sodium lamps in a majority of the street lights. In an <br />effort to reduce energy costs, staff has installed 25 energy- efficient LED street lights in two pilot <br />programs on arterial streets in the city. The pilots have been successful producing an average <br />energy savings of 66 percent. They also provide more visible light than conventional street lights. <br />These lights are expected to have a life of over 15 years. <br />Due to the findings identified in the pilot projects, staff developed a project to replace 253 City - <br />owned street lights on Main Street and Edinger Avenue with energy- efficient LED street lights. <br />Staff investigated funding sources and submitted an application to have this project funded <br />through Southern California Edison's (SCE) new On -Bill Financing program. The On -Bill <br />Financing program issues zero percent financing for approved energy reduction projects. The <br />costs are repaid from energy savings over a period of ten years. Based on SCE's and staff's cost <br />estimates, no City funds will be needed to complete the project. <br />Staff is requesting approval to issue an RFP to solicit proposals from qualified firms to remove <br />and dispose of the existing fixtures, provide, install, and test 253 LED streetlight fixtures <br />(Exhibit 1). Once the costs of the project are determined through the RFP process, a final <br />recommendation on the project and funding will be brought to the City Council. <br />19C -1 <br />
