Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution authorizing the City Manager or the Chief of Police to execute a grant <br />award agreement with the California Emergency Management Agency for the FY 2010 <br />Interoperable Emergency Communications Grant Program (IECGP) in the amount of <br />$1,972,980. <br />2. Direct the City Attorney to prepare and authorize the Chief of Police or the City Manager to <br />enter into reimbursement agreements for equipment, services, training, or exercises with <br />cities and counties located in the Southern Planning Area and contractors/consultants <br />providing services and/or goods in conjunction with the FY 2010 IECGP. <br />3. Approve an Appropriation Adjustment recognizing the FY 2010 Interoperable Emergency <br />Communications Grant Program in the amount of $1,972,980 in revenue account (no. <br />12514002-52001) and appropriate same in the FY 2010 Interoperable Emergency <br />Communications Grant Program expenditure accounts (no. 12514488-various). <br />DISCUSSION <br />The United States Department of Homeland Security has developed the Interoperable <br />Emergency Communications Grant Program (IECGP). The IECGP provides funds to emergency <br />first responders to improve interoperable emergency communications, including communications <br />in collective response to natural disasters, acts of terrorism, and other man-made disasters. The <br />grant specifically provides funding for the creation of plans, protocols and procedures and to <br />conduct training and exercises. <br />The only eligible sub-grantees for the FY 2010 IECGP local awards are the recognized Urban <br />Area Security Initiative's (UASI) within each of the four planning areas that are determined by the <br />California Statewide Interoperability Executive Committee (CaISIEC). The City of Santa Ana <br />continues to be designated as an Urban Area Core City and will handle grant administrative <br />responsibilities in representing the CaISIEC's Southern Planning Area. <br />55A-1
