PART I. <br />FUNDING OPPORTUNITY DESCRIPTION <br />The Interoperable Emergency Communications Grant Program (IECGP) is a grant <br />program created by the Implementing Recommendations of the 9111 Commission Act of <br />2007 (Public Law 110-53), (hereafter referred to as the 9/11 Act). IECGP is <br />administered by the Department of Homeland Security (DHS) through the Federal <br />Emergency Management Agency (FEMA) Grant Programs Directorate (GPD), in <br />partnership with the Office of Emergency Communications (OEC). In Fiscal Year (FY) <br />2010, $48,000,000 was appropriated for IECGP grants to States and territories by the <br />Department of Homeland Security Act, 2010 (Public Law 111-83). This package <br />provides the formal grant guidance and application materials needed to apply for <br />funding under IECGP, including IECGP funding allocations, eligibility criteria, and <br />detailed application requirements. The eligible applicants for this grant program are the <br />SAAs of the 56 States and territories. <br />In FY 2010, IECGP provides governance, planning, training and exercise funding to <br />States, territories, and local and tribal governments to carry out initiatives to improve <br />interoperable emergency communications, including communications in collective <br />response to natural disasters, acts of terrorism, and other man-made disasters. All <br />activities proposed under IECGP must be integral to interoperable emergency <br />communications and must be aligned with the goals, objectives, and/or initiatives <br />identified in the grantee's approved Statewide Communication Interoperability Plan <br />(SCIP). If an SAA and Statewide Interoperability Coordinator (SWIG)/SCIP point of <br />contact (POC) certify that it's State or territory has fulfilled such governance, planning, <br />training and exercise objectives, the Program provides the flexibility to purchase <br />interoperable communications equipment with any remaining IECGP funds. <br />IECGP will also advance DHS near-term priorities that are deemed critical to the <br />national vision of improving interoperable emergency communications stated in the <br />National Emergency Communications Plan (NECP), which was delivered to Congress in <br />July 20081. The NECP has established three strategic goals for the Nation: <br />• Goal 1- By 2010, 90 percent of all high-risk urban areas designated within the <br />Urban Areas Security Initiative (UASI) are able to demonstrate response-level <br />emergency communications within 1 hour for routine events involving multiple <br />jurisdictions and agencies. <br />• Goal 2- By 2011, 75 percent of non-UASI jurisdictions are able to demonstrate <br />response-level emergency communications within 1 hour for routine events <br />involving multiple jurisdictions and agencies. <br />' The NECP is available at: hitp:Givww.dhs.eov/xlibrarv/assets,/national emergency communications plan ydf <br />2 <br />55A-8
