Allowable Cost Matrix. Allowable costs under IECGP may include, but are not limited <br />to, the types of activities that are checked [✓] below. An allowable cost activity must be <br />related to IECGP activities. <br />These activities are aligned with those described in other DHS grant guidance (e.g., the <br />HSGP) to offer eligible IECGP applicants a comparison of allowable activities. <br />Program lECGP <br />Planning Costs <br />Public education and outreach <br />Intero erable emergency communications education and outreach <br />Develop and implement homeland security support programs and adopt ongoing <br />DHS National Initiatives, including State Preparedness Reports, related to <br />interoperable emergency communications <br />Develop and enhance interoperable emergency communications plans, including <br />SCIP, TICP, and /or local /regional plans that align with SCIP and /or TICP goals <br />objectives or initiatives <br />Develop and enhance interoperable emergency communications protocols. This <br />may include activities such as developing SOPs, programming interoperability <br />channels, instituting common channel naming and plain language protocols, <br />developing fleet maps, among others. <br />Develop and /or strengthen interoperable emergency communications <br />assessments (including requirements analyses) and /or inventories <br />Hiring full- or part -time staff or contract/consultants to assist with planning <br />activities (not for the purpose of hiring public safety personnel fulfilling traditional <br />public safety duties) as it relates to IECGP. This may include State, regional, or <br />local interoperability coordinator(s), and /or project manager(s) /subject matter <br />expert(s) for the SWIC function. <br />Conferences to facilitate planning activities, whether local, interstate, regional, or <br />national <br />Supplies and materials required to conduct planning activities <br />Travel/ per diem related to support planning activities <br />Overtime and backfill costs IAW operational Cost Guidance <br />Conduct assessments and develop plans to transition to narrowband operation Costs <br />Develop, deliver, and evaluate training <br />Overtime and backfill for emergency preparedness and response personnel <br />attending interoperable emergency communications training classes as it relates <br />to IECGP <br />Training workshops and conferences <br />Full- or part-time staff or contractors /consultants <br />Travel <br />Supplies <br />Training related to narrowband transition <br />Tuition for higher education <br />Other items <br />50 <br />55A -56 <br />
