Environmental Analysis <br />For Projects with Previously certified /Approved Environmental Documents <br />Final Environmental Impact Report <br />MacArthur Place South <br />SCN 2004061140 <br />The following analysis takes into consideration the preparation of an environmental document prepared at an <br />earlier stage of the project and describes the modifications to the proposed project from what was analyzed in <br />the FEIR. This analysis evaluates the adequacy of the earlier documents pursuant to § 15162 of the California <br />Environmental Quality Act (CEQA) Guidelines. The Environmental Checklist is included following this <br />analysis. <br />Analysis of the facts related to the project will form the basis for the City of Santa Ana to determine whether <br />any changes in the project, any changes in circumstances, or any new information since the MacArthur Place <br />FEIR and 2009 Addendum were certified require additional environmental review or preparation of a <br />subsequent or supplemental EIR. <br />I. Aesthetics <br />The FEIR determined that implementation of the project would introduce additional light and glare impacts <br />to the project area. Mitigation measures were incorporated to reduce potential impacts to a less than <br />significant level. <br />a) Would the project have a substantial adverse effect on a scenic vista? (No Substantial Change from <br />Previous Analysis) <br />An evaluation of the aesthetic impacts of the entire MacArthur Place South project was presented in <br />the FEIR. Neither the project site nor the surrounding area is considered a scenic vista and the FEIR <br />remains adequate and complete. <br />b) Would the project damage scenic resources, including but not limited to trees, rock outcroppings and <br />historic buildings within a state highway? (No Substantial Change from Previous Analysis) <br />An evaluation of the aesthetics effects of the project was considered in the FEIR. There are no scenic <br />resources on or in the vicinity of the project site, and the FEIR remains adequate and complete. <br />c) Would the project substantially degrade the existing visual character or quality of the site and its <br />surroundings? (No Substantial Change from Previous Analysis) <br />As depicted in the FEIR, the project will contain landscaping treatments in addition to walkways and <br />seating areas for residents and the public. The buildings will remain at the 5-6 story heights analyzed in <br />the FEIR and include a staggered roofline to provide articulation. Trees and shrubbery will soften <br />visual impacts at street level. The proposed use is consistent with surrounding land uses, and no <br />additional visual impacts will occur. Therefore, the FEIR remains adequate and complete. <br />d) Would the project create a new source of substantial light or glare which would adversely affect day or <br />nighttime views in the area? (No Substantial Change from Previous Analysis) <br />The addition of light sources from interior residential lighting, commercial lighting, and vehicle <br />headlights was analyzed in the FEIR. Mitigation measures were incorporated to reduce impacts from <br />light and glare. The proposed modifications to the condominium component of the project will not <br />introduce additional light or glare to the site beyond that originally analyzed, and the FEIR remains <br />complete and adequate. <br />MacArthur Place South EIR — 2011 Addendum 19 <br />
