MacArthur Project Modification — Santa Ana - Air Quality Assessment <br />KPC Environmental, Inc. <br />The South Coast Air Basin (SCAB) could not meet the deadline with the Federal <br />Standards for ozone, nitrogen dioxide, carbon monoxide, or PM -10 and as such was <br />mandated to develop a plan for bringing the SCAB into compliance. In the SCAB, the <br />agencies designated by the governor to develop regional air quality plans are the <br />SCAQMD and the Southern California Association of Governments (SCAG). The two <br />agencies first adopted an Air Quality Management Plan (AQMP) in 1979 and revised it <br />several times as earlier attainment forecasts were shown to be overly optimistic. <br />The 1990 Federal Clean Air Act Amendment (CAAA) required that all states with <br />airshed designated with "serious" or worse ozone problems submit a revision to the State <br />Implementation Plan (SIP). Amendments to the SIP have been proposed, revised and <br />approved over the past decade. The currently adopted clean air plan for the basin is the <br />1999 SIP Amendment, which accelerates the schedule for a number if new SCAQMD <br />rules and regulations, approved by the U.S. EPA in 2000. The U.S. EPA has yet to <br />approve the 2003 Air Quality Management Plan (AQMP). <br />The Air Quality Management District (AQMD) adopted the most recent updates to the <br />clean air "blueprint" in June 2007. The new standard accepted by the USEPA includes a calculation where <br />the three highest measurements are disregarded and the fourth highest measurement is <br />averaged over a 3 -year period in determining if the standard is met. <br />PM10 (Course particulate matter): On September 21, 2006 the Federal standard of 50 <br />ug/m3 was replaced with a new 24 -hour standard of 150 ug/m3. <br />PM2.5 (Fine particulate matter): In September 2006 the Federal standard of 65 ug /m3 <br />was reduced to 35 ug /m3 for the new 24 -hour standard. <br />02/02/11 6 <br />
