This chapter documents the methodologies and assumptions used to conduct the traffic study for the <br />proposed project. This section contains the following background information: <br />• Study timeframes <br />• Project study area <br />• Capacity analysis methodologies <br />Study Time frames <br />This traffic study presents an analysis of the critical intersection operating conditions during the AM and <br />PM peak hours for the following anticipated timeframes: <br />• Existing Year 2010 <br />• Project Opening: Year 2013 <br />• Long Range Buildout: Year 2035 <br />The following scenarios have been analyzed: <br />• Existing Conditions (2010) <br />• Project Opening Conditions (2013) without Project <br />• Project Opening Conditions (2013) with Project <br />• Buildout (2035) Conditions without Project <br />• Buildout (2035) Conditions with Project <br />Project Study Area <br />The study area was determined through analyzing the previous traffic study report and consulting with <br />the City of Santa Ana staff. Figure I depicts the overall study area and identifies the intersections <br />analyzed within the study area. A total of 8 intersections have been identified for analysis. While the <br />majority of the intersections are within the jurisdiction of the City of Santa Ana, one intersection is <br />shared with the City of Costa Mesa, another intersection is located within the City of Irvine, and two <br />intersections are under Caltrans jurisdiction. As shown previously in Figure 1, the study area consists of <br />the following intersections: <br />• Main Street at Dyer Road <br />• Main Street at MacArthur Boulevard <br />• Main Street at Sandpointe Avenue <br />• Main Street at Sunflower Avenue (City of Costa Mesa) <br />• MacArthur Place at MacArthur Boulevard <br />• SR -55 SB Ramps at MacArthur Boulevard (Caltrans) <br />• SR -55 NB Ramps at MacArthur Boulevard (Caltrans) <br />• Red Hill Avenue at MacArthur Boulevard (City of Irvine) <br />KOA CORPORATION Updated Main and MacArthur Development Project <br />PLANNING & ENGINEERING 4 Traffic Impact Study in City of Santa Ana <br />
