TO <br />CONDUCT THE IMMEDIATE ACTION <br />TEAM COURSE PROGRAM <br />L: CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />? As Recommended <br />? Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager or Chief of Police to execute the attached agreement with <br />Government Training Institute, Inc., to provide the Immediate Action Team Course to first <br />responders in the Urban Area in an amount not to exceed $180,000, subject to non-substantive <br />changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The United States Department of Homeland Security developed the Urban Areas Security <br />Initiative (UASI) funding program. UASI provides funds to local emergency first responders to <br />enhance security and overall preparedness to prevent, respond to, and recover from acts of <br />terrorism. The grant specifically provides funding for anti-terrorism equipment, planning, training, <br />and exercises. The City of Santa Ana has fiscal responsibility for the FY09 UASI grant for the <br />Anaheim/ Santa Ana Urban Area which encompasses the 34 jurisdictions in Orange County. <br />The grant calls for training that will allow first responders to more effectively respond during <br />crises and critical incidents. The Immediate Action Team Course provides law enforcement <br />officers with proven tactics and techniques in dealing with active shooters and terrorist <br />incidences. <br />FISCAL IMPACT <br />Funds are available in the FY 2009 UASI <br />account (no.12514407-62300-10425501187) <br />No. 2009-042. <br />Grant Program through Project H - Training fund <br />as approved by the City Council with Resolution <br />Paul M.
