A detailed description of activities to be undertaken are provided in EXHIBIT 3 - LISTING OF <br />PROPOSED ACTIVITIES. Descriptions of Activities include: <br />• Number and type of accomplishment the proposed activity will address <br />• Location of activity <br />• Proposed end date <br />• Amount /source of HUD entitlement funds <br />• Priority need and proposed outcome /performance measure <br />To facilitate the evaluation of Santa Ana's progress toward meeting five -year objectives the <br />City has chosen to use HUD TABLE 3A (Version 2) to track one- and five -year <br />accomplishments. This table will be updated annually and incorporated into year -end <br />performance reports. This HUD table is incorporated into the Annual Plan as EXHIBIT 2. <br />Additional tracking of goals will be carried out by updating various tables found in the <br />Consolidated Plan, which will be incorporated into subsequently Annual Plans. <br />GEOGRAPHIC DISTRIBUTION <br />The geographic distribution of HUD grant funds is depicted in MAP 1. This map provides a <br />view of the City's CDBG Target Area where CDBG resources will be focused, and plots where <br />proposed activities will be located. As evidenced by MAP 1, HUD - funded activities are <br />limited to the City's Low -and Moderate - Income area, which encompasses the majority of <br />the City's residential area S. 2 <br />Areas of the City outside of the CDBG target areas will benefit from activities that are <br />limited - clientele in nature, that is, a person /household can benefit from a federally assisted <br />program provided they meet the program's eligibility criteria. Eligibility is typically <br />established by household income and household size. HOPWA- funded activities will be <br />available on a countywide basis. <br />In July 2003, HUD notified the City of Santa Ana that it is exempt from the cap on Low- and <br />Moderate - Income levels currently applied to the CDBG and HOME programs. Traditionally, <br />HUD has capped the 80 percent income level to an amount lower than the actual 80 <br />percent of the area's median income. Utilization of the uncapped 80 percent income level <br />theoretically allows more households to qualify for CDBG and HOME funded activities.
