Consolidated Plan Annual Update <br />May 2, 2011 <br />Page 2 <br />Program Allocation Program Allocation <br />CDBG $6,800,000 ESG $300,000 <br />HOME $2,613,050 HOPWA $1,568,178 <br />Every five years the City must submit to HUD its Consolidated Plan. This is a five-year <br />comprehensive planning document and application for all of these programs. It describes a <br />strategy to meet the needs of the community and identifies resources and programs that can be <br />used to address them. In May of 2010, the Five Year Plan for the period of July 1, 2010 to June <br />30, 2015 was submitted to HUD. Each year the City is required to submit an Annual Update to the <br />Consolidated Plan. This document establishes a one-year investment plan that outlines the <br />intended use of resources in the forthcoming fiscal year. The proposed Annual Update covers the <br />2011-12 fiscal years. It reaffirms the established policy of allocating funding in neighborhoods <br />where programs and resources would have a maximum impact. In addition, key programs will <br />continue to be operated throughout the City (and distributed Countywide for HOPWA funds) in <br />order to better serve the diverse needs in the community. <br />HUD regulations require that the draft Annual Update be made available for a 30-day public review <br />and comment period. On March 17, 2011, notification was published in the Orange County <br />Register that the draft plan was available for review beginning March 18, 2011, and that the public <br />hearing would be held on April 19, 2011. It was also noticed in La Opinion and Nguoi Viet as well <br />as on the City's website. The 30-day public comment period concluded on April 19, 2011, at 12 <br />noon. In accordance with Federal regulations, all neighboring jurisdictions were also informed of <br />the draft's availability for review. All comments received, including all funding recommendations <br />made by the City Council, will be included in the final document, which is due to HUD no later than <br />May 16, 2011. <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action. <br />UW a Aj, <br />Nancy T.
