The <br /> analysis and the project design plans shall be <br /> forwarded to the Planning and Building <br /> Agency for review and approval. <br />Air Quality <br />Impact 4.2-5 Construction <br />activities associated with the <br />construction of individual <br />projects within the Transit <br />Zoning Code area, including <br />the Developer project, would <br />contribute substantially to an <br />existing or projected air <br />quality violation for criteria air <br />pollutants. <br />The Agency believes that the construction <br />would generate air pollutant emissions, <br />including CO, NOx, and PM,o, for which <br />the Basin is currently in nonattainment. <br />The Agency further believes that the <br />implementation of MM4.2-7 through <br />MM4.2-20 will reduce the emissions of <br />these pollutants but not a less than <br />significant level. <br />Discussion is provided on pages 4.3-3 <br />through 4.2-28 to 33 of the FEIR (Volume <br />1). In addition, Appendix B provides further <br />evidence supporting this impact and its <br />associated findings. <br />MM4.2-7 Project applicants shall require by <br />contract specifications that all diesel-powered <br />equipment used will be retrofitted with after- <br />treatment products (e.g., engine catalysts) to <br />the extent that they are readily available in the <br />South Coast Air Basin. Contract specifications <br />shall be included in project construction <br />documents, which shall be reviewed by the <br />City of Santa Ana prior to issuance of a <br />grading permit. <br />MM4.2-8 Project applicants shall require by <br />contract specifications that all heavy-duty <br />diesel-powered equipment operating and <br />refueling at the project site use low-NOx <br />diesel fuel to the extent that it is readily <br />available and cost effective (up to 125 percent <br />of the cost of California Air Resources Board <br />diesel) in the South Coast Air Basin (this does <br />not apply to diesel-powered trucks traveling to <br />and from the project site). Contract <br />specifications shall be included in proiect <br />Finding 1 <br />The Agency finds that changes or alterations <br />have been required in, or incorporated into, the <br />project which would avoid or substantially <br />lessen the significant environmental effect as <br />identified in the final EIR. Specifically, MM4.2-7 <br />through MM4.2-20 will reduce project impacts <br />from the emission of air pollutants, although <br />impacts will remain significant. <br />Finding 3 <br />The Agency finds that specific economic, <br />social, or other considerations make infeasible <br />additional mitigation.
