Chapter 2 CEQA Findings <br /> <br /> <br />Impact Statement <br /> <br />Evidence/Rationale Supporting Findings <br /> <br />Mitigation Measures <br /> <br />Findings Level of <br />Significance after <br />Mitigation <br /> MM4.6-4 During the design of individual <br /> projects, applicants shall control structural <br /> source through storm drain stenciling and <br /> signage, coverage of trash area to minimize <br /> direct precipitation, efficient irrigation to <br /> minimize runoff into stormwater conveyance <br /> system, slope and channel protection to <br /> decrease potentials for erosions of slopes, <br /> and use of deep-rooted, drought tolerant plant <br /> species for erosion control. <br />Nom <br />Impact 4.8-1 Construction <br />activities associated with the <br />proposed project would <br />generate noise levels that <br />exceed the noise standards <br />established by the City of <br />Santa Ana Municipal Code. <br />Construction activities associated with the <br />proposed project may exceed permitted <br />noise levels. However, adherence to the <br />City's Noise Ordinance which restricts <br />construction activities during certain hours <br />and prohibits construction from occurring <br />on Sunday, and implementation of <br />mitigation measures MM4.8-1 through <br />MM4.84 would ensure that impacts <br />associated with construction-related noise <br />would be minimized. Said mitigation <br />measures would set forth BMPs that can <br />help substantially reduce construction <br />noise, in addition to the routing of trucks <br />and grading equipment (to the extent <br />feasible) away from sensitive receptors. <br />These measures would require that the <br />construction contractor for the Developer <br />Project implement measures to reduce <br />potential impacts related to construction <br />noise. Mitigation Measure MM4.8-1 would <br />require that all construction activity be <br />conducted in accordance with Section 18- <br />MM4.8-1 All construction activity within the <br />City shall be conducted in accordance with <br />Section 18-314(e) of the City of Santa Ana <br />Municipal Code. <br />MM4.8-2 Each project applicant shall require <br />by contract specifications that the following <br />construction best management practices <br />(BMPs) be implemented by contractors to <br />reduce construction noise levels: <br />Two weeks prior to the commencement of <br />construction, notification must be provided to <br />property owners within 300 feet of a project <br />site disclosing the construction schedule, <br />including the various types of activities that <br />would be occurring throughout the duration of <br />the construction period <br />Ensure that construction equipment is <br />properly muffled according to industry <br />standards and be in good working condition <br />Place noise-generating construction <br />equipment and locate construction staging <br />areas away from sensitive uses, where <br />Finding 1 <br />The Agency finds that changes or alterations <br />have been required in, or incorporated into, the <br />project which would avoid or substantially <br />lessen the significant environmental effect as <br />identified in the final EIR. <br />Less than <br />significant <br />2-34 Revised Station District Project and FOL Settlement Agreement Findings of Fact/Statement of Overriding Considerations
