Chapter 2 CEQA Findings <br />Impact Statement <br />Impact 4.8-2 Operation of <br />the proposed project could <br />expose noise-sensitive land <br />uses to noise levels that <br />exceed the standards <br />established by the City of <br />Santa Ana General Plan. <br />Evidence/Rationale Supporting Findings <br />Implementation of the proposed project <br />would lead to the development of high- <br />density residential uses in areas that <br />currently exceed the 65 dBA CNEL <br />"Desirable Maximum," exposing noise- <br />sensitive land uses to noise levels that <br />exceed the standards established by the <br />City of Santa Ana General Plan. However, <br />implementation of mitigation measure <br />MM4.8-5 would ensure that exterior living <br />spaces, such as porches and patios, are <br />constructed in a manner that noise levels <br />do not exceed the 65 dBA CNEL. Further <br />implementation of mitigation measure <br />MM4.8-6 would ensure that interior living <br />spaces of the residential units do not <br />exceed 45 dBA CNEL. Mitigation measure <br />MM4.8-7 would require shielding of new <br />HVAC system to achieve suitable noise <br />levels. <br />Mitigation Measures <br />vibration and noise sensitive sites as <br />possible. Contract specifications shall be <br />included in the proposed project construction <br />documents, which shall be reviewed by the <br />City prior to issuance of a grading permit. <br />MM4.8-4 Each project applicant shall require <br />by contract specifications that heavily loaded <br />trucks used during construction would be <br />routed away from residential streets. Contract <br />specifications shall be included in the <br />proposed project construction documents, <br />which shall be reviewed by the City prior to <br />issuance of a grading permit. <br />MM4.8-5 When residential uses would be <br />located in areas with noise levels in excess of <br />60 dBA CNEL (either through conversion of <br />use/structure or new construction), the project <br />applicant shall provide noise barriers around <br />private open space areas, including patios <br />and balconies, as necessary. The height and <br />density of the barriers shall be sufficient to <br />reduce the exterior noise levels within private <br />open space areas to a CNEL of 65 dBA or <br />less. <br />MM4.8-6 Prior to issuance of building <br />permits, building plans shall specify the STC <br />rating of windows and doors for all residential <br />land uses.
