Parking Lot and <br />May 16, 2011 <br />Page 2 <br />Park Improvements <br />agreement, the Redevelopment Agency will reimburse the City for all improvements to the parking <br />lot, including the future landscaping and upgraded irrigation which will be contracted for separately. <br />The public parking lot is located within the Merged Project Area. <br />The Notice Inviting Bids was advertised on March 30, 2011, and bids were opened on April 20, <br />2011. A summary of the bid invitations mailed, the bids received, and the bid results follows. <br />Santa Ana Contractors receiving notices: 13 <br />Contractors requesting bidding documents: 20 <br />Bids received: 5 <br />Bids received from Santa Ana Contractors: 2 <br />NAME OF RESPONSIVE BIDDER CITY BID AMOUNT <br />1. Ben's Asphalt, Inc. Santa Ana $879,621.50 <br />2. Unique Performance Const. Inc. Costa Mesa $956,020.00 <br />3. Fleming Environmental, Inc. Fullerton $959,722.00 <br />4. Hardy & Harper, Inc. Santa Ana $1,111,000.00 <br />5. Excel Paving, Co Long Beach $1,238,020.00 <br />Notice Inviting Bids were sent to Santa Ana contractors and two of the contractors submitting bids <br />were Santa Ana contractors. <br />A total of five bids were received and all were responsive. The lowest bid was submitted by Ben's <br />Asphalt, Inc., a Santa Ana Contractor, for $879,621.50, which is above the Engineer's estimate of <br />$808,494. <br />ENVIRONMENTAL IMPACT <br />Environmental Review Nos. ER-2010-48, ER-2010-50, ER-2011-21 and ER-2011-33 have been <br />completed and Notices of Exemption have been filed for the Projects pursuant to the California <br />Environmental Quality Act. In addition, Certificates of Categorical Exclusion and Statutory <br />Worksheets have been prepared in accordance with the National Environmental Quality Act. <br />FISCAL IMPACT <br />The funding analysis shows a total estimated construction cost of $1,120,000 for the project <br />(Exhibit 2).
