~~Cf~U`~~1~J~' <br /> 1.1 PURPOSE <br /> This Historical Assessment was prepared to determine if redevelopment of Z3 buildings located an <br /> 19 parcels owned by, ar potentially owned by, the Santa Ana Redevelopment Agency Agency} in <br /> Santa Ana, California, would cause a substantial adverse change in the significance of a historical <br /> resource as defined in Section 15oG4.5 of the California Environmental Quality Act ~CEQA} <br /> Guidelines. <br /> The 2~ Agency-owned buildings are located within the boundaries of the approximately 450-acre <br /> Transit Zoning Cade LSD 84A and SD 84B} project area, which was analyzed in the City of Santa Ana <br /> Transit Zoning Cade LSD 84A and SD 846} Environmental impact Report HEIR}, certified by the City of <br /> Santa Ana City} on June 7, X010. The Transit Zoning Code LSD 84A and 84B} project is intended "to <br /> provide coning for the integration of new infiil development into existing neighborhoods, to allow for <br /> the reuse of existing structures, to provide far a range of hauling options, including affordable <br /> housing, and to provide atransit-supportive, pedestrian-oriented development framework to support <br /> the addition of new transit infrastructure."' The EIR also analy,~ed a Development Proposal to <br /> redevelop 49 parcels owned by, and 20 parcels potentially being acquired by, the Agency. The 23 <br /> buildings that are the subject of this Historical Assessment are a component of the Development <br /> Proposal and are located within the Station District, a 94-acre section of the Transit Zoning Code <br /> project area. <br /> The EIR concluded, "The adoption of the Transit .Zoning Cade LSD 84A and SD 84B} could result in a <br /> substantial adverse change in the significance of a historical resource as defined in Section 150G4.5 <br /> of the CEQA Guidelines." Mitigation N~easure 4.4-3 was adopted to reduce the impact as far as <br /> feasible; <br /> ~M 4.4-3 Prior to development activities that would demolish ar otherwise <br /> physically affect buildings or structures 5a years old or older or affect their historic <br /> setting, the project applicant shall retain a cultural resource professional who meets <br /> the Secretary of the Interior's Professional Qualifications Standards for Architectural <br /> History to determine if the project would cause a substantial adverse change in the <br /> significance of a historical resource as defined in Section 15a~4.5 of the CEQA <br /> Guidelines. The investigation shall include, as determined appropriate by the cultural <br /> resource professional and the City of Santa Ana, the appropriate archival research, <br /> including, if necessary, an updated records search of the South Central Coastal <br /> Information Center ~SCCIC} of the California Historical Resources Information System <br /> €CHRIS} and a pedestrian survey of the proposed deveiapment area to determine if <br /> any significant historic-period resources would be adversely affected by the proposed <br /> development. The results of the investigation shall be documented in a technical <br /> report or memorandum that identifies and evaluates any historical resources within <br /> the development area and includes recammendationsond methods for eliminating ar <br /> reducing impacts on historical resources. The technical report or memorandum shall <br /> be submitted to the City Santa Ana far approval. As determined necessary by the City, <br /> City of Santa Ana, California.
