The study methods were <br /> designed to provide the substantial evidence required to address the California Environmental <br /> Quality Act ~CEQA~ Guidelines' and are consistent with professional standards ref ated to historical <br /> resources; <br /> ~ Secretary of the Interior's Standards for Preservation Planning <br /> ~ National Register Bulletin No. 15; "How to Apply the National Register Criteria for <br /> Evaluation"~ <br /> ~ National Register Bulletin No. 24; "Guidelines for focal Surveys: A Basis for <br /> Preservation Planning"4 <br /> ~ State of California Office of Historic Preservation: Instructions for Recording <br /> Historical Resaurces~ <br /> The methodology undertaken to identify and evaluate historical resources was designed to <br /> accomplish three goals: <br /> ~ Identification of previously known, recorded, andlor designated resources <br /> Identification of potentially significant resources <br /> ~ Evaluation of the significance of properties using established criteria within the <br /> framework of a historic context, in accordance with the Secretary of the Interior's <br /> Standards for Evaluation <br /> 4.1 ARCHIVAL RESEARCH ANI~ LITERATURE RE11IE'IM <br /> The background investigations included records searches and literature reviews to determine ~a} if <br /> known historical resources have previously been recorded in the Station District area andlor within <br /> the larger Transit Zoning Code 4SD 84A and SD 84B} area, ~b~ if the project site has been <br /> systematically surveyed by historians prior to the initiation of the Historical Assessment, andlor ~c~ <br /> whether there is other information that would indicate whether the area is historically sensitive. <br /> A literature review was undertaken to determine if the proposed project would have the potential <br /> to adversely affect known historical resources.
