<br />AGENCY DOARD MEETING DATE: <br />MAY 16, 2011 <br />TITLE: <br />COOPERATIVE AGREEMENT - <br />PARKING LOT IMPROVEMENTS AT 3Ro <br />AND BUSH STREETS METERED <br />PARKING LOT <br />IIVTERI EXECUTIVE DIRECTOR <br />C ENDED ACTION <br />AGENCY SECRETARY USE 0(dLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 15t Reading <br />^ Ordinance on 2"d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the Executive Director and Agency Secretary to execute the attached Cooperative <br />Agreement with the City of Santa Ana in the amount of $262,725, subject to non-substantive <br />changes approved by the Executive Director and Agency General Counsel. <br />DISCUSSION <br />The Community Redevelopment Agency (Agency) owns the public metered surface parking lot <br />located at the northeast corner of 3rd and Bush Streets. The parking lot holds a total of 63 <br />parking spaces and services the general downtown area and the Artist Lofts. With years of <br />continuous use, the parking lot is in need of capital repairs that include resurfacing, new <br />landscaping, upgrading the irrigation system, enhancing the operational equipment and <br />upgrading the lighting. The Agency is proposing improvements to the parking lot in efforts to <br />make the parking lot more inviting and to provide a safer environment by upgrading the existing <br />lighting to comply with current codes. Once completed, these improvements will enhance the <br />surface quality and visual appearance of the parking lot. <br />At the same time the improvements are done at the 3rd and Bush Streets parking lot, the Agency <br />is seeking to upgrade the equipment by removing the individual parking meters and installing a <br />single pay station that will service the entire parking lot. The pay station will allow patrons the <br />capability of paying the parking meter fees via coin or credit card. Neither the new equipment <br />nor landscape and irrigation upgrades are included as part of the City's Parking Lot and Parks <br />Improvement Project. Therefore, the landscape and irrigation upgrades will be contracted for <br />separately. The upgraded equipment will be purchased and maintained by Parking Concepts <br />Inc., the current contract administrator for the City's parking structures in the Downtown. <br />5-1 <br />
