Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />RECOMMENDED ACTION <br />Award a contract to Ben's Asphalt, Inc., the lowest responsible bidder, in accordance with unit <br />bid prices in the estimated amount of $879,621.50 for construction of Parking Lot and Parks <br />Improvements, and authorize the City Manager to execute change orders in an amount up to <br />the approved contingency amount. <br />2. Approve a Funding Analysis with a total estimated construction cost of $1,120,000. <br />3. Approve an Appropriation Adjustment recognizing $55,286 in the Parks Acquisition & <br />Development Fund Account (3131 3260-66220) for Sandpointe Park Pavement Improvements. <br />4. Authorize the City Manager and the Clerk of the Council to execute the attached Cooperative <br />Agreement with the Community Redevelopment Agency of the City of Santa Ana (Agency) in <br />the amount of $262,725, subject to non-substantive changes approved by the City Manager <br />and City Attorney. <br />DISCUSSION <br />The parking lots at Campesino, EI Salvador, and Rosita Parks, the Southwest Senior Center, and <br />northeast corner of 3rd and Bush Streets in the Downtown have deteriorated due to weather, age, <br />and usage. The same has happened to walkways at Memorial, Madison and Sandpointe Parks <br />and to sports courts at Memorial Park (Exhibit 1 ). This project is to provide slurry seal, asphalt <br />concrete overlay or reconstruction of parking lots, walkways and sports courts. In addition, the 3rd <br />and Bush Streets parking lot lighting will be upgraded to comply with current lighting codes_ Once <br />completed, these improvements will enhance the surface quality and visual appearance of the <br />parking lots, sports courts, and walkways. <br />The public metered surface parking lot at 3rd and Bush Streets is owned by the Community <br />Redevelopment Agency; therefore, the cooperative agreement provides for the Agency to fund the <br />cost of the improvements to the public parking lot.
