Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution authorizing the submittal of Proposition 84 Statewide Park Development and <br />Community Revitalization Grant application in the amount of $5,000,000 for park improvements at <br />the Roosevelt and Walker Elementary Schools Joint Use Site. <br />DISCUSSION <br />On November 2006, California voters passed Proposition 84, a $5.4 billon "Safe Drinking Water, <br />Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act. The bond act <br />provided $368 million in grant funding for new parks and recreational opportunities in critically <br />underserved communities. The $368 million was divided into two rounds of grant opportunities. In <br />the first round the City was successful in receiving $4.4 million for recreational improvements on the <br />Willard Intermediate Park site and $3.5 million for Latino Health Access Community Center/Park. <br />Latino Health Access (LHA) recently entered into a one year Memorandum of Understanding (MOU) <br />with the Santa Ana Unified School District (SAUSD) to make Roosevelt Elementary School <br />accessible for public access/use after school hours. LHA will not be able to sustain this MOU for <br />more than a year and approached the City on the possibility of the City continuing this agreement <br />after a year. After reviewing a number of sites, staff believes the Roosevelt/Walker Elementary <br />School Site will be the most competitive for this grant opportunity. <br />A possible 30 year Joint Use Agreement was discussed with the SAUSD and both City/District staffs <br />agree to neigotiate an agreement if the City is successful in obtaining this grant. The Joint Use <br />Agreement will be simular to the agreements being negotiated for the Willard and Garfield School <br />sites. The City will manage reservations of the site for youth programs, after school and on <br />weekends. The site will also be designed for public access during school hours. This area is void of <br />park open space and meets the criteria of a critically underserved community. Staff is <br />recommending City Council approve the resolution to apply for the second round of Proposition 84 <br />grant funding at Roosevelt/Walker Elementary School to make recreational improvements available <br />for community use. 55B-1
