Dev. & Housing Age <br />Amendment to Civic Center Joint Powers Agreement <br />Subject: <br />The County of Orange is requesting that the City approve an <br />amendment to the Civic Center Joint Powers Agreement so that <br />they can accomplish bond financing on three projects, two of <br />which are within the authority of the Civic Center Joint <br />Powers Authority. The bond financing cannot take place <br />unless the projects are under the control of the County of <br />Orange, not the Joint Powers Authority. <br />The two projects the County is asking be removed from the <br />Joint Powers Authority are two office building renovations <br />that are occurring on the east side of Ross Street between <br />Civic Center Drive and Santa Ana Boulevard, The third <br />project is not within the Civic Center and not under control <br />of the Joint Powers Authority. <br />To accomplish the County's request, the City Council must <br />adopt a resolution amending the Joint Powers agreement by <br />eliminating the two projects (properties) from the Civic <br />Center Joint Powers Authority. 7`hat amendment and map <br />showing the sites is attached. This action will have no <br />impact on any existing Civic Center financing or any main- <br />tenance or other Civic Center Authority agreements. County <br />officials will be present at the City Council meeting to <br />answer any questions the City Council may have. <br />It is recommended that the City Council adopt the amendment <br />to the Civic Center Joint Powers Agreement. <br />Phil <br />PF:dly
