THOMAS <br />couNTr AoM INISrRAnvE aEF¢EA <br />OF NAUaEAOMINISiARnaN <br />la cmlC ?ENrea ALRtA <br />EANiA RNA, CALIFORNIA 91741 <br />iELEAH?NE, B74?P34S <br />GE RREACOOCn4 <br />COUNTY ADMINISTRATIVE OFFICE <br />Council <br />City of Santa Ana <br />Santa Ana, California <br />SUBJECT: AMENDMENT OF THE JOINT ENERGISE OF POWERS HGREEMENT BETWEEN THE <br />CITY OF SANTA ANA AND THE COUNTY OF ORANGE <br />Honorable Mayor and City Council Members; <br />Under a Joint Powers Ngreement between the City of Santa Poo and the County of <br />Orange dated January 11, 196fi, the County conveyed certain property to the <br />Civic Center Authority to establish a comprehensive Civic Center in the City <br />of Santa Pna, In order to finance the rehabilitation of two buildings located <br />in the Civic Ceuter, 601 and 645 N, Ross Street, the CDUnty requests an <br />amendment to the Joint Powers Agreement which would release the property <br />surrounding these buildings from the Civic Center Authority, <br />The rehabilitation of the buildings, along with the expansion of Harbor Court <br />are being financed through a nonprofit corporation using certificates of <br />participation, Because Harbor Court was included, the Civic Ceuter Puthority <br />could not be used to provide the financing. Ps security for the financing, <br />the County must provide a ground lease of the property occupied by the <br />buildings for as long as certificates are outstanding. Title to the land and <br />buildings will remain with the County. <br />The area of land to be released extends approximately seven feet beyond the <br />walls of 645 N. Ross and seven feet beyond the east, south and west walls of <br />601 N. Ross. An area extending approximately 50 feet to the north of 601 N, <br />Ross has been included to accommodate an addition to the building, A map <br />depicting the property to be released is attached, <br />The attached resolution amends the 1966 Joint Powers Agreement to exclude the <br />property described above and directs the Ruthority to quitclaim the property <br />to the County, <br />If you have any questions, please contact Phil Freeland at 834.4858 or at the <br />County of Orange, Robert Sayers 834-?O10, <br />,s 12C <br />November City 6, 1984
