DISCUSSION On January 17, 1996 the City of Santa Ana and the County of Orange approved a Joint Powers Agreement to form the Orange County Civic Center Authority. The Authority's primary responsibility has been to assist the City and County in the development and operation of the Santa Ana Civic Center. The Authority's governing board is the Orange County Civic Center Commission, comprised of two members appointed by the County, two members appointed by the City and the fifth member appointed by the City and County appointees. As the Authority's work has reduced over the past several years, the Commission resolved to hold meetings on an ae needed basis. In a recent audit of the Civic Center Authority's Joint Exercise of Powers agreemenC, the auditor (Macias, Gini and Company) noted in a letter to the county that the Civic Center Commission is required to meet on a quarterly basis. Subsequently, on March 31, 1999, the Commission voted unanimously to request the City Council and the Board of Supervisors to approve an amendment revising the number of meetings required in the Joint Exercise of Powers Agreement.
