The Authority's primary responsibility has been to assist the <br />City and County in the development and operation of the Santa Ana Civic <br />Center. <br />The Authority's governing board is the Orange County Civic Center <br />Commission, comprised of two members appointed by the County, two members <br />appointed by the City and the fifth member appointed by the City and <br />County appointees. As the Authority's work has reduced over the past <br />several years, the Commission resolved to hold meetings on an ae needed <br />basis. In a recent audit of the Civic Center Authority's Joint Exercise <br />of Powers agreemenC, the auditor (Macias, Gini and Company) noted in a <br />letter to the county that the Civic Center Commission is required to meet <br />on a quarterly basis. Subsequently, on March 31, 1999, the Commission <br />voted unanimously to request the City Council and the Board of <br />Supervisors to approve an amendment revising the number of meetings <br />required in the Joint Exercise of Powers Agreement.
