Proposed Sources of Financing, Including Me#hod and Basis of <br />Levying of Assessment <br />The downtown Santa Ana orr~rnunit l~lar~ager~ent District anticipates two <br />eneral sources of revenge --special assessment revenue which is the principal <br />frorr~ <br />source of funding ~~ percer~t~, and program ~noon~e which includes funding <br />sources such as sponsorships, sales of goods and services, dues, interest <br />incorr~e ar~d tl~e lime. The Downtown Santa Ana on~manit Janagement <br />district is ~ benefit asessment-tpe district whereby special service and district <br />ro rarr~ costs are apporkioned among benefitting properties based on the <br />~~ <br />s ecial benefit each property is e~cpected to derive fror~ those services and <br />ro rams. This method of financing such special services and programs is based <br />~~ <br />~ ors the lev of assessments on real property that benefit from proposed <br />irnprover~ents and activities. <br />The method and basis of spreading program costs vary from one district to <br />another based on local geographic conditions, types of programs and activities to <br />he undertaken and sire and development cor~pleit.
