(OPC) is one of the most respected governmental real estate services
organizations in the nation. With approximately 90 permanent, full-time employees working for the firm within
seven offices in California (Long Beach, Irvine, Riverside, Palm Desert, San Diego, Sacramento and Oakland),
we are one of the largest RNV services firms in the state of California.
OPC is a California Corporation that was established in 1980 to provide real estate services for
transportation, public works, housing, community development, redevelopment, school districts, energy and
utilities.
At OPC, our people are employees with excellent benefits. Our employees have diverse ethnic
backgrounds and multilingual capabilities. OPC's staff is made up of approximately 90 acquisition, appraisal,
relocation and management professionals; more than 25% of our people can conduct business in
English/Spanish, with a total of 14 languages represented.
OPC has provided real estate related services to hundreds of clients throughout the United States. Our
firm has successfully acquired more than 20,000 parcels and has been involved with thousands of projects.
Because each acquisition and project may be unique in type and property description, OPC takes great pride in
planning its acquisition process accordingly. OPC provides comprehensive relocation assistance services to
public and private sector clients. The firm has handled more than 50,000 residential, commercial and industrial
relocation cases connected with a broad array of projects and currently averages over 2,000 relocation cases
per year. Since all of our work ultimately involves the public, we are keenly sensitive to the human and political
aspects of the work we undertake. We believe strongly in thorough planning, budget analysis and above all,
communication and building trust.
For more than 10 years, OPC has provided right of way services to the City of Santa Ana on multiple
projects; we have included a list of these projects on page 9.
We know the importance of the timely delivery of needed real estate or right of way to meet project
schedules, and do so in a manner that maintains full eligibility for funding participation from other sources. Our
success is based upon professionalism, our innovative approach to solutions and our responsiveness to clients.
Clients across the nation have learned to benefit from the strength of our experience and the commitment of our
people.
Page 4
