Project Specific Approach and <br />Methodology <br />The Kimley -Horn team will help the City of Santa Ana <br />evaluate parking facilities and operations within its <br />downtown, including comprehensive evaluations of <br />operations, stakeholder outreach, recommendations for <br />management and facility improvement, and setting metrics <br />and an overall monitoring system for measuring success. <br />The following methodology outlines the Kimley -Horn <br />approach to City of Santa Ana Comprehensive Parking <br />Analysis. <br />Task 1 — Parking Program Evaluation <br />Kimley -Horn will perform an evaluation of the City of Santa <br />Ana's current parking facilities and the parking operations. <br />The parking facilities to be reviewed include 530 on- street <br />metered parking spaces, 1,900 parking spaces in four <br />parking structures, and 60 parking spaces in one surface <br />lot. Kimley -Horn will work with the City to collect base data <br />on the current parking facility operations. Kimley -Horn <br />will also perform a series of field reviews of the parking <br />facilities to gather additional information and observe the <br />actual operations. It is assumed that the field data collection <br />and observations will occur in conjunction with the project <br />kickoff meeting and initial stakeholder outreach sessions. <br />The assessment of facilities and operations will include <br />a review of the following features for both the on- street <br />and off - street system, either through a review of the City <br />provided data, visual observations, or discussions with <br />parking operations staff: <br />1. Purpose of parking <br />2. Hours of accessibility <br />3. Hours of enforcement <br />4. Duration of parking <br />5. Special parking needs <br />6. Meter equipment <br />7. Rate structure <br />8. Fines, penalties, towing <br />9. Free parking -grace period <br />10. Validation <br />11. Efficiency of operations <br />12. Public perception <br />13. Public expectation <br />14. Public need <br />15. Number of parking meter spaces <br />16. Related services <br />17. Baseline services <br />18. Special event parking- Garage access and exiting <br />19. Deficiencies <br />20. Add'I features observed during field data collection <br />Task 2 — Stakeholder Outreach <br />Stakeholder and public outreach will be an integral part <br />of the evaluation process. Several of the evaluation <br />criteria outlined in Task 1 dealt with public perception or <br />expectation of parking facilities, operations, availability, <br />and general cost.
