BALL FIELD MAINTENANCE OPERATIONAL PLAN <br />Overview of the MLS Ball Field Maintenance Division <br />Founded in 1986, Major League Softball, Inc. (hereafter "MLS") has been engaged in the business <br />ofcontracting various sports programming and field maintenance/renovation services withmunicipal <br />and county agencies throughout the State of California. MLS's "Ball Field Maintenance Division" <br />was established during 1992 and has provided municipal agencies with a vast array of tailored ball <br />field maintenance programs. The "Ball Field Maintenance Division" is managed by Patrick May, a <br />full time, dedicated Director of Field Maintenance Operations. <br />The MLS Field Maintenance Division is divided into five (5) geographic "Areas" in Southern <br />California and each "Area" has a dedicated "Area Lead" (please refer to the attached "Field <br />Maintenance Division Organizational Chart"). Though each Area Lead is fully equippedto perform <br />every aspect of the infield maintenance services specified in the City of Santa Ana's Request for <br />Proposals, the key to MLS's success is that Area Leads are "free to roam and inspect" the work of <br />their crew members (referred to as Tractor Operators orTO's). Area Leads are also available to "fill <br />in" if there is ever an emergency involving a TO or a client requests extra work or needs more <br />infields prepared on short notice. For quick access and optimal communication, every Area Lead and <br />TO are required to carry a working cell phone at all times. <br />Presently, the five (5) Area Leads oversee a total of eleven (11) TO's that are assigned a set of <br />infields each day which are referred to as "TO routes". The Director is directly responsible for all <br />initial and follow-up training and he also spends a great deal of his time inspecting the work of the <br />Area Leads and their TO's. The Santa Ana contract will be assigned to MLS's "Central Orange <br />County Area" and the work will be managed on a day to day basis by Area Lead Jeff Gorman. As <br />this is an extremely important contract to MLS, the Director will also be highly involved with the <br />daily operational details and weekly meetings. <br />MLS understands that the ball diamonds in Santa Ana are used by a variety of groups which have <br />diverse needs. In any City where there are a large number of fields, the infield maintenance <br />contractorhas to possess the experience, equipment and staffto handle complicated logistics, unique <br />situations involving third party user groups and unforeseen emergencies. <br />After 22 years in business serving more than 25 municipalities simultaneously, MLS is eminently <br />qualified to meet the high standards that the City of Santa Ana has specified. In fact, in just a few <br />months MLS dramatically improved 23 infields in Districts 2, 3 and 4 in the City of Santa. MLS is <br />confident that City of Santa Ana Parks Maintenance staff will provide highlypositive testimonials <br />as to our technical expertise and the quality of the service MLS delivers each and every day. <br />Routine Maintenance Program <br />Major League Softball, Inc. ("MLS") will employ the following maintenance plan to address the <br />Daily, Weekly, Bi-Monthly and Annual tasks ball fields defined in the City of Santa Ana's Request <br />for Proposals for the infields specified in Districts 1, 2, 3 and 4: <br />MLS will dedicate one (1) TO to perform the daily/weeklyroutine described below in District 1 and <br />a second TO will be dedicated for Districts 2 and 3. The Area Lead will also visit Santa Ana every <br />day to inspect the work and to address any questions or concerns raised by either the General
