SECTION 1- OVERVIEW <br />Subgrantee FYI 0 Homeland Security Grant Program (HSGP) subgrantee allocations are <br />Allocations included in Appendix A. <br />Supplanting Grant funds must be used to supplement existing funds, not replace <br />(supplant) funds that have been appropriated for the same purpose. <br />Subgrantees will be required to supply documentation certifying that a <br />reduction in non-Federal resources occurred for reasons other than the receipt <br />or expected receipt of Federal funds.Z <br />Public/Private Subgrantees may contract with any other public or private organizations to <br />Organizations perform eligible activities on approved projects. <br />Debarred/ Subgrantees must not make or permit any award (subgrant or contract) at any <br />Suspended Parties tier to any party that is debarred, suspended, or otherwise excluded from, or <br /> ineligible for, participation in Federal assistance programs.
