SECTION 2 - FEDERAL CHANGES AND INITIATIVES <br />Special Needs Populations whose members may have additional access and functional needs <br />Populations before, during, and after an incident must be included in planning, response <br />and recovery documents.'' <br />Subgrantees conducting major planning projects (including, but not limited to: <br />Evacuation, Mass Care and Shelter, Disaster Recovery, etc.) will be required to <br />address access and functional needs within their planning documents in order <br />to maintain eligibility for HSGP. <br />EHP Any project with the potential to impact natural or biological resources or <br />historic properties cannot be initiated until FEMA has completed the required <br />Environmental Planning and Historic Preservation (EHP) review. <br />Subgrantees who are proposing communication tower projects are encouraged <br />to complete their Federal Communication Commission (FCC) EHP process <br />prior to preparing their EHP review materials for Grants Program Directorate <br />(GPD), and to include their FCC EHP materials with their submission to <br />GPD.12 <br />Critical In furtherance of DHS's mission, critical emergency supplies, such as shelf <br />Emergency stable food products, water, and basic medical supplies are an allowable <br />Supplies expense under FYI 0 SHSP. Prior to expending funds on these supplies, <br />Subgrantees must provide Cal EMA with a viable inventory management plan, <br />an effective distribution strategy, sustainment costs for such an effort, and <br />logistics expertise to avoid situations where funds are wasted because supplies <br />are rendered ineffective due to lack of planning. <br />Exercises Subgrantees must conduct threat and performance-based exercises in <br />accordance with DHS Homeland Security Exercise and Evaluation Program <br />(HSEEP) manuals. Grant recipients must report on scheduled exercises at <br />https://hseep.dhs.gov. <br />For each exercise conducted with FEMA support (grant funds or direct <br />support), subgrantees must submit an After Action Report (AAR) and <br />Improvement Plan (IP) to the FEMA Grants and Preparedness Community of <br />interest (COI)on the Homeland Security information Network (HSIN) within <br />90 days following the completion of the exercise. 13 For more information on <br />this process, please contact Kevin Chan at (916) 324-6736 or <br />kevin.chan a ohs.ca gov. <br />Note: Urban Areas are required to develop a Multi-year Training and Exercise <br />Plan and submit it to FEMA on an annual basis.
