• District Use <br />• District schedules use during regular school hours. <br />• After school hours, District can reserve fields and /or basketball <br />courts through City Reservation system to avoid conflicts. <br />• City Use: <br />° City schedules use of ball field and identifies basketball courts <br />for open play (first come basis) after school hours and <br />weekends. <br />— Supervision <br />• Each entity shall be responsible for security during its time of use. <br />— Maintenance and Repair <br />• All maintenance and repair is the responsibility of the District. <br />— Utilities <br />• City is responsible to pay for electrical use of security lighting. <br />Roosevelt/Walker Elementary School <br />— Roosevelt/Walker Elementary Schools located in area void of park <br />open space. <br />— Latino Health Access and SAUSD entered into a one year <br />Memorandum of Understanding (MOU) for public access onto <br />Roosevelt/Walker Elementary Schools. <br />— PRCSA has an opportunity to apply for grant funding to develop a <br />community center and park site onto the school site and continue <br />public access on the school site. <br />— Prop 84 -Park Development and Community Revitalization Program <br />(Second round) <br />• Application due: July 1, 2011 <br />• $184 million available <br />• Maximum grant request: $5 million <br />• No Match Requirement <br />Prop 84 Purpose <br />• Construct new recreational feature or park site. <br />• Property must be owned by applicant or under a 30 year term <br />requirement. <br />— Prop 84 Selection Criteria (State Fact Finder) <br />• Critical Lack of Park space (no park space within Y2 mile radius) <br />• In a Significant Poverty area ($47,173 median household level with <br />4,474 below the poverty line) <br />• Type of Project (new community center /park site) <br />• Community base planning (min. 5 community planning meetings) <br />• Sustainable Techniques (water efficiency; drought tolerant planting, <br />etc.) <br />• Site open /accessible to the public (Fees /Hours of Operation) <br />• Youth outdoor learning employment or volunteer opportunities <br />• Community challenges and project benefit <br />CITY COUNCIL MINUTES 20 JUNE 20, 2011 <br />
