REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JULY 18, 2011 <br />CLERK OF COUNCIL USE ONLY: <br />TITLE: APPROVED <br />RESOLUTION TO PROVIDE WATER ❑ As Recommended <br />SERVICE TO FORMER CUSTOMERS OF El El Ar Amended <br />Ordinance on 15f Reading <br />CATALINA STREET PUMP OWNERS ❑ Ordinance on 2 "d Reading <br />ASSOCIATION [] Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Adopt a resolution to accept Proposition 84 grant funding, construct public water system <br />improvements and provide service to former customers of the Catalina Street Pump Owners <br />Association. <br />DISCUSSION <br />The Catalina Street Pump Owners Association ( CSPOA) is a small private water system that serves <br />54 properties located on Roosevelt Street, west of Euclid Avenue. <br />In recent years, the CSPOA system has failed to meet Title 22 drinking water standards. The well <br />serving CSPOA is contaminated with uranium and the CSPOA does not have consistent access to a <br />certified operator and cannot afford to purchase a water treatment system. <br />The State Department of Public Health (DPH) and the Treasurer for CSPOA are requesting water <br />service to be provided by the City. A City water main is currently located in Roosevelt Street <br />fronting all 54 properties. To provide this service, public water system service lines and meters <br />must be constructed at each parcel. The cost to construct these improvements is approximately <br />$120,000. A resolution was adopted by the City on May 3, 2010 allowing the City to accept a State <br />Revolving Fund (SRF) grant to cover construction costs for the public water system improvements. <br />Since then the DPH has been made aware that Proposition 84 grant funding is available. DPH has <br />filed a grant application on behalf of CSPOA for this funding and if successful, the grant will pay for <br />up to 100% of construction costs of the public water system improvements. This funding will either <br />be in lieu of, or in addition to, the funding provided by the SRF grant. <br />55B -1 <br />
