REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JULY 18, 2011 <br />TITLE: <br />HOMELAND SECURITY GRANT <br />PROGRAMS <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1St Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution authorizing the City Manager to execute any actions necessary to obtain <br />federal financial assistance provided through a grant from the U.S. Department of Homeland <br />Security, related to the 2010 Metropolitan Medical Response System grant. <br />2. Authorize the City Manager and Clerk of the Council to execute the attached sub - grantee <br />agreement with Orange County in the amount of $312,658, subject to non - substantive changes <br />approved by the City Manager and City Attorney for the 2010 Homeland Security Grant Programs, <br />Metropolitan Medical Response System grant. <br />3. Approve an Appropriation Adjustment recognizing the 2010 Homeland Security Grant Programs, <br />Metropolitan Medical Response System grant funds and appropriate the same into the 2010 <br />Metropolitan Medical Response System grant expenditure account. <br />DISCUSSION <br />Through the Governor's Office of Homeland Security, the Metropolitan Medical Response System <br />(MMRS) assists highly populated jurisdictions develop plans, conduct training and exercises, and <br />acquire various equipment and supplies to respond to a mass casualty event caused by a WMD <br />terrorist act. The County of Orange is the primary recipient of the grant which is being shared with <br />other cities throughout the County. The Santa Ana Fire Department is to receive $312,658 in grant <br />funding for its efforts. <br />55E -1 <br />
