REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JULY 18, 2011 <br />TITLE: <br />APPROPRIATION ADJUSTMENT FOR <br />WORKFORCE INVESTMENT ACT <br />CALIFORNIA NEW START GRANT <br />1 <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Approve an appropriation adjustment recognizing additional revenues in the amount of $45,566 <br />from the State of California for Prison -to- Employment Program activities. <br />DISCUSSION <br />In 2007, the Public Safety and Offender Rehabilitation Services Act of 2007 (Act) was enacted to <br />reform California's prison system by reducing prison overcrowding and improving the reintegration <br />of parolees into local communities. Among its provisions, the Act required the California <br />Department of Corrections and Rehabilitation (CDCR) to develop an Inmate Treatment and <br />Prison -to- Employment Plan. CDCR developed a partnership with the California Workforce <br />Investment Board and the Employment Development Department to utilize California's One -Stop <br />system to enhance the employability of parolees. <br />In December of 2010, the City of Santa Ana WORK Center was awarded $68,419 to provide job <br />search activities and supportive services to parolees through December 31, 2011. In January of <br />2011, Council approved an appropriation adjustment recognizing the funds to serve approximately <br />25 participants. <br />On May 24, 2011, the California Employment Development Department allocated an additional <br />$45,566 to the Santa Ana WORK Center. This funding will serve approximately ten additional <br />participants with job search activities and supportive services, and extend program operations <br />through March 31, 2012. <br />20A -1 <br />
