Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Adopt an ordinance amending Chapter 36 of the Santa Ana Municipal Code establishing speed <br />limits on certain streets and portions of streets in the City. <br />ENVIRONMENTAL AND TRANSPORTATION ADVISORY COMMITTEE RECOMMENDATION <br />Accept the Citywide Speed Limit Study and recommend to City Council that an ordinance amending <br />Chapter 36 of the Santa Ana Municipal Code establishing speed limits on certain streets and <br />portions of streets in the city be adopted. Approved by unanimous vote at the meeting of July 12, <br />2011. <br />DISCUSSION <br />To enforce speed limits on city streets using radar, the California Vehicle Code requires that the City <br />conduct new speed surveys every five years. The prior study was approved in 2006. Last year, the <br />City hired a consultant, Albert Grover and Associates, who has completed the 2011 study according <br />to regulations set forth by the State. <br />The study has recommended speed limits based upon four major factors: (1) the geometric <br />characteristics of the roadways (including pedestrian and bicycle activity), (2) speed surveys using <br />radar, (3) accident rate comparisons of actual versus the average accident rates that typically occur <br />for each type of roadway in the city, and (4) any roadway characteristics not readily apparent to <br />motorists. <br />The study included an evaluation of 177 segments in the city's arterial and collector (also referred to <br />as commuter) street network, based on the California Roads System (CRS) map. This map <br />determines which streets should be included in the speed survey. <br />An updated study is also necessary to uphold speeding tickets written by the Santa Ana Police <br />Department (SAPD). This study report contains and documents sufficient information in compliance <br />with State law to justify the posted speed limit. <br />5OA-1
