Approved by unanimous vote at the meeting of July 12,
2011.
DISCUSSION
To enforce speed limits on city streets using radar, the California Vehicle Code requires that the City
conduct new speed surveys every five years. The prior study was approved in 2006. Last year, the
City hired a consultant, Albert Grover and Associates, who has completed the 2011 study according
to regulations set forth by the State.
The study has recommended speed limits based upon four major factors: (1) the geometric
characteristics of the roadways (including pedestrian and bicycle activity), (2) speed surveys using
radar, (3) accident rate comparisons of actual versus the average accident rates that typically occur
for each type of roadway in the city, and (4) any roadway characteristics not readily apparent to
motorists.
The study included an evaluation of 177 segments in the city's arterial and collector (also referred to
as commuter) street network, based on the California Roads System (CRS) map. This map
determines which streets should be included in the speed survey.
An updated study is also necessary to uphold speeding tickets written by the Santa Ana Police
Department (SAPD). This study report contains and documents sufficient information in compliance
with State law to justify the posted speed limit.
5OA-1
