NO. 11-033) <br /> CONTINUED TO <br /> FILE NUMBER <br /> CITY MANAGER <br /> <br /> <br /> RECOMMENDED ACTION <br /> Award a contract to Power and Systems Innovations for uninterruptible power supply (UPS) <br /> replacement in an amount not to exceed $67,400. <br /> <br /> DISCUSSION <br /> <br /> The Finance and Management Service Agency Building Maintenance Division maintains <br /> approximately 50 buildings, including fire stations, recreation and community centers, Police <br /> Administration building, libraries, City Hall, and the Corporate Yard. The Police Administration <br /> building was completed in 1997 with the major building systems covering electrical, plumbing, air <br /> conditioning and elevators requiring constant testing, maintenance and upgrading to meet current <br /> certification and safety issues. Two UPS units serve as the electrical power backup units for the Jail <br /> covering all security function for the automated door control systems with touch screen control panels <br /> covering doors, intercoms and security sensors. In addition, the UPS units provide power back up for <br /> the lighting system. Both units have exceeded their 10 year manufactures life expectancy. The <br /> electronic boards and components are obsolete and replacement parts are no longer available. In <br /> order to provide dependable electrical power backup for the Jail facility, staff recommends replacing <br /> the units. <br /> <br /> The notice inviting bids was advertised on June 23, 2011 and bids were solicited. A summary of the <br /> bid invitations and bids received is as follows: <br /> <br /> 11 Invitations For Bid mailed <br /> 1 Invitation for Bid mailed to a Santa Ana vendor <br /> 9 Bids received <br /> <br /> Bids were received, opened on July 5, 20011, and evaluated (Exhibit 1). The bid received from <br /> Power Systems Innovations is responsive to the specifications and meets the City's requirements. To <br /> allow for unanticipated charges, an additional three percent contingency has been included in the <br /> award amount. <br /> <br /> 22C-1 <br />
