Set Public Hearing For <br /> CONTINUED TO <br /> FILE NUMBER <br /> CITY MA R <br /> <br /> RECOMMENDED ACTION <br /> <br /> Authorize the Public Works Agency to send a Request for Proposals to qualified firms to develop <br /> a governmental and community baseline Green House Gas Emissions Inventory and Climate <br /> Action Plan. <br /> <br /> DISCUSSION <br /> <br /> <br /> The California Public Utilities Commission (CPUC) recently made Local Government Strategic <br /> Plan funding available to those cities with an existing Energy Efficiency Partnership with Southern <br /> California Edison (SCE). The grant is to advance the goals found in the CPUC's Long-Term <br /> Energy Efficiency Strategic Plan. <br /> <br /> At the June 20, 2011 meeting, Council approved an agreement with Southern California Edison to <br /> receive a maximum of $729,928 to implement specific energy efficiency strategic plan activities. <br /> Two activities funded with Strategic Plan monies are: (1) development of a governmental and <br /> community baseline study of greenhouse gas emissions in Santa Ana, and (2) development of an <br /> energy action plan, a significant component of a climate action plan (CAP). The remaining <br /> components of the CAP will need to be funded with City funds. Strategic Plan funding includes the <br /> use of technical consultants to complete these activities. <br /> <br /> Previously the Council authorized Requests for Proposals to hire an Environmental and <br /> Sustainability Consultant to take the lead in managing the activities in the Strategic Plan funding. <br /> The selection of an environmental consultant is in process. <br /> <br /> This is a request to begin the selection process for a technical consultant to prepare the baseline <br /> analysis and the CAP. Due to delays in finalizing the agreement with SCE, and the limited time <br /> remaining in the funding period, selecting the technical consultant needs to be expedited.
