PUBLIC COMMENT <br />• Bill Cunningham, President of the Santa Ana Police Foundation, thanked the Police <br />Department and Council for support and highlighted efforts made since inception in <br />September 2009. <br />• Norma Aronne, property owner of 930 N. Grand Avenue, concerned with current <br />zoning and inability to develop that property with current standards; seek assistance. <br />• Ruben Puebla, of Pachanga Inc., pleased with security and maintenance services, <br />and events hosted by Downtown Inc. <br />• Allen Witten, of Orange County Department of Education ACCESS Program, asked <br />public and local businesses to support their continued fundraising efforts and <br />presented Councilwoman Michele Martinez with Certificate of Recognition for her <br />assistance. <br />• Carter Dewberry, resident and business owner, spoke in support of Downtown Inc. <br />• Nazley Restrepo, representing Orange County Bar Foundation, spoke in support of <br />Downtown Inc. and assistance they have received with their fundraising efforts. <br />• George Mendoza, thanked Council for supporting his business; also spoke in <br />support of Downtown Inc. and the progress taking place in Downtown Santa Ana. <br />• Archer Alstaetter, spoke in support of Downtown Inc. and facilitation efforts they <br />provide; successful Harvey Milk Day in Downtown; and invited all to attend the <br />Summer Concert Series in Downtown on Friday nights for 10 weeks. <br />• Jeff Jan, of Chapter One Restaurant, spoke in support of Downtown Inc. and their <br />focus to bring businesses into area. <br />• Joey Mendes, of Proof Bar, spoke in support PBID and Downtown Inc. <br />• Sam Romero, noted longtime family roots in Santa Ana, expressed concern with <br />alleged move to change businesses and the people to be serviced. <br />• Ryan Chase, President of Downtown Inc., summarized purpose of PBID's; efforts <br />made by Downtown Inc. including added safety; held meetings with members <br />wanting dissolution of PBID, but no resolution; Downtown Inc. proposing modified <br />boundaries to focus on Downtown core and no increase in assessment. <br />• Fina Chaves, reiterated support for the disestablishment of PBID (Community <br />Management District). <br />• Irving Chase, support of Downtown Inc. and proposed reboundary; his business <br />focus and change is market drive to broaden appeal into Downtown; key issue is to <br />improve Downtown; urged Council to make decision on PBID. <br />• Ralph Allen, opposed to PBID and establishment procedures; recommends Council <br />disband. <br />• Barbara Deroche, representing Country Garden Caterers, support disestablishment <br />of PBID; not receiving benefits offered to other businesses. <br />• Jay Meehan, was originally opposed to PBID, but has since changed; need <br />leadership to make decision. <br />• Mike Paxton, support of Downtown Inc.; urged Council to make decision on the <br />matter. <br />*Mayor Pro Tern Alvarez noted for the record that the City Council had received a <br />letter from Herb Rose and also that approximately 26 people were currently standing <br />in the room holding signs supporting disestablishment of PBID. <br />CITY COUNCIL MINUTES 4 JULY 18, 2011 <br />1 0B -4 <br />
