Ana College and the Mental Health Paraprofessional Certificate Program in partnership with Pacific Clinics.
Youth can also enroll in other certificate programs of their choice with other institutions or collaborative partners
in the community.
c) Literacy and Numeracy Gains - Our WIA literacy and math tutors will continue to help WIA participants
increase two grade levels, by providing the necessary tutoring on a weekly basis until youth increase their literacy
and math skills. OCCTAC has been very successful in the past with this performance goal, and continues to be
committed in assisting participants with and without disabilities!
6. Describe the basic program approach (workshop/classroom/in the community). The OCCTAC Arts and
Learning Academy program will take place primarily at our community-based center in Santa Ana. WIA
participants will engage in a variety of educational and job training activities, including classroom and workshop
instruction, as well as community placements to gain work experience, and further their education and training.
Participants will be required to meet individually with key staff, participate in daily and weekly educational
trainings, and monthly workshops. Participants will also engage in weekly "hands-on" job training opportunities
in our various programs at the center and other community sites (i.e. Santa Ana Police Athletics and Activities
League, and other community centers and local Santa Ana businesses). Please see Tables 1.2 and 3 for more
detail information.
7. Disclose the total funding request.
OCCTAC is requesting $150,000 to continue to provide high quality services to the WIA youth. The funding will
be used for a full time case manager, a part time career counselor, a part time literacy and math tutor and funds to
pay 20 WIA participants work experience at our agency or community partners.
B. Program Description
1. Indicate the number of youth that will be served and which WIA population will receive the services.
OCCTAC will recruit and serve 25 out-of-school youth (ages 17-21) with and without disabilities of very limited
resources from the City of Santa Ana.
2. Indicate what the program will accomplish. The program will offer out-of-school youth, with and without
disabilities the opportunity to acquire the necessary skills to successfully transition into the workforce, and further
their education and training. OCCTAC will provide participants educational skills and job training, paid work
experience, mentoring, tutoring, career counseling, leadership opportunities, and support services. The goals of
the program are to build participants' self-esteem and confidence, literacy and numeracy gains, leadership skills,
workforce preparation and experience through structured educational and job training opportunities in the fields of
arts, education, technology, office/clerical work, and mental health paraprofessional training.
3. Describe the services that will be provided. As mentioned previously, OCCTAC is committed to providing
out-of-school youth with and without disabilities the opportunity to acquire the necessary skills to successfully
transition into the workforce, and further their education and training. This year we are placing a greater emphasis
on preparing our youth to earn state certificates or credentials to increase their opportunities for employment. As
mentioned previously, OCCTAC started 2 certificate programs at our agency this year with the goal of providing
WIA participants with more opportunities! This priority is aligned with both the Workforce Investment Act and
Youth Councils focus, to prepare youth for the attainment of a degree or a certificate. OCCTAC will continue to
provide WIA participants the following services: a) case management, b) career counseling, c) support groups, d)
life skills training, e) tutoring in literacy and math, f) workforce preparation in the fields of education, arts,
technology, office/clerical work, mental health paraprofessional, g) paid work experience, h) leadership training,
and i)job leads and placements in related fields
4. Describe how the program fits in with WIA goals. The OCCTAC program goals are 100% in alignment with
WIA goals. One of the goals is to support the student's academic improvement and development, in an effort to
help youth make the most out of their current educational and post -secondary experiences. Thus, students' learn
Exhibit A
