Within the 14 -high <br />growth industries identified, our participants will obtain training related to the Information and Technology, the <br />Financial Services Industries and the fields of Education and the Arts. <br />7. Describe how training and services result in career paths that lead youth towards self-sufficiency. <br />Please provide Labor Market Information if training is provided. As the participants master their basic skills <br />and commit to taking on new challenges, they will emerge from the program better prepared to accomplish both <br />short and long-term employment goals. With the emphasis on STEM, the WIA participants will spend more time <br />in the area of math. This particular objective is in alignment with the STEM initiative as well as the on-going <br />development and implementation of workforce solutions that have been identified. OCCTAC is utilizing curricula <br />to build core competencies to train workers; identify and disseminate career and skill information and increase the <br />integration of community and technical college activities with industry and the public workforce system. <br />Through this type of training, WIA participants develop the necessary tools to create a career path that <br />compliments their skills, while meeting the skill needs of the employer within targeted industries. Additionally, <br />WIA participants develop an understanding about what motivates and inspires them to attain additional skills and <br />training and/or education to advance in other career opportunities. <br />E. Goals/Objectives and Performance Levels <br />1. How will services proposed aid in meeting the WIA performance goals: <br />a) 65% - Placements in Employment or Education — Our WIA case manager and career counselor meet regularly <br />with our WIA participants to ensure 65% of placements in employment or education. They meet at least twice a <br />month (one on one) with each WIA youth to work together with them on their educational and career goals and to <br />help them with job leads, resume, work experience, attaining GED, as well as enrolling them in post -secondary <br />education. <br />b) 61 % - Attainment of a Degree or Certificate — OCCTAC started this year 2 exciting state certificate programs: <br />the Administrative Assistant program in partnership with the Santa Ana College, and the Mental Health <br />Paraprofessional Certificate Program in partnership with Pacific Clinics. Youth can also enroll in other certificate <br />programs of their choice with other institutions or collaborative partners in the community. OCCTAC is <br />committed to helping youth attain 61 % of a degree or certificate performance goal. <br />c) 40% - Literacy and Numeracy Gains - Our WIA literacy and math tutors will meet with WIA participants <br />every week after the initial assessments are completed to help participants increase literacy and numeracy gains. <br />Our goals are to increase at least two grade levels per participant, by providing the necessary tutoring on a weekly <br />basis until youth increase their skills. OCCTAC has been very successful in the past with this performance goal, <br />and continues to be committed in assisting participants with and without disabilities! <br />2. Describe how you will monitor program activity and manage for performance? The Individual <br />Educational Plan of participants provided by the school district will be taken into account when identifying <br />academic/basic skills of the participants. In addition, other assessments will be used to identify the literacy and <br />math levels of each participant. The TABE assessment will be used to identify basic skill deficiencies if they are <br />not reported in the IEP. This information will help to determine the placement for those participants interested in <br />being "mentors/tutors", and will guide each WIA participant in their educational/academic goals. <br />3. Describe how program will deliver academic assistance to raise the skill level of youth who are basic skill <br />deficient. Academic assistance (math & literacy coaching) will be provided to each WIA participant on a one-to- <br />one basis via the Literacy or Math Instructor/Mentor and the Career counselor. Each participant will meet at least <br />once a week with the literacy or math instructor to learn a variety of academic and learning strategies to help <br />participants further their educational goals. These strategies will help them enhance their own academic skills, as <br />well as how to help other younger students in an educational setting. The Career Counselor will also help students <br />determine their educational and career goals and guide them into pursuing a higher level of education. The <br />10 <br />Exhibit A <br />
