Qualifications <br />1. Discuss the current number of full time and part time personnel employed, average annual operating <br />budget and sources of revenue. <br />OCCTAC is staffed by highly qualified bilingual credentialed teachers, artists and therapists certified to provide <br />services to youth with and without disabilities. There are 5 -Full-time staff and 45 -Part-time staff (some seasonal) <br />who are employed in various classes and programs at the Center. The current annual operating budget for the <br />OCCTAC is $850,000. However, this year we will exceed this budget and reach 1,000,000 due to 3 new <br />contracts with the County of Orange, Health Care Agency that will start June 1, 2011 to provide mental health <br />outreach and integrated services (mental health and social services) to the community. OCCTAC's revenue <br />sources come from a variety of sources: grants, private donations, fundraising, fee for services and contracts with <br />the County of Orange, Social Services and Health Care Agency. <br />2. How long has your organization been serving Santa Ana youth? <br />OCCTAC has been serving Santa Ana youth since the year 2000. For the past 10 years, OCCTAC staff has <br />prioritized on serving youth and families of very limited resources, empowering youth in Orange County's most <br />at -risk, underserved and diverse community through innovative programs that build self esteem, leadership skills, <br />self discipline, good study habits and creative expression. Our variety of programs integrate both at -risk youth <br />and youth with disabilities in a nurturing, community-based environment that teaches respect, cultural diversity, <br />disability awareness and full inclusion. <br />3. What kind of impact has your services made to the youth in the community? <br />The Center has had a tremendous impact on Santa Ana youths and their families. It is a catalyst for change and <br />provides students and families access to new opportunities, and community leadership! As stated before, <br />OCCTAC is committed to empowering youth to reach their fullest potential academically, emotionally and <br />artistically. Through our innovative approach which combines the arts, academics, and creative therapies, <br />participants are engaged and involved in a variety of programs at OCCTAC. <br />B. Experience <br />1. Briefly outline all youth programs that your agency has operated during the last 2 years. Include <br />discussion of past performance as related to WIA performance goals. Organizations with no experience in <br />providing WIA services should explain unique advantages or value associated with their proposal. <br />During the last couple of years, our WIA participants have attained employment/entered education at a rate of <br />68.75%. ; attained employment/education at a rate of 62.50%; attained certificate/credential at a 50% rate, <br />attained Literacy and Numeracy gains at a rate of 75%. This year with our 2 new state certificate programs for <br />WIA participants, we project much higher performance goals for certificate/credential performance rates! O <br />The following program descriptions offer a brief summary of the programs that OCCTAC has been operating for <br />many years. The WIA participants have the unique opportunity to learn about these particular programs at the <br />center for training and work experience but they also have access to taking some of the arts classes. We have been <br />so pleased with the number of WIA students who have trained in these areas and have also become teachers in the <br />After-school Arts and tutoring programs and others. <br />The following programs operate throughout the year at OCCTAC: <br />Administrative Assistant & Technology: <br />OCCTAC has partnered with the Santa Ana College to offer a state certificate program at OCCTAC to provide <br />WIA participants and parents the opportunity to enroll in a free course with the college and obtain an <br />13 <br />Exhibit A <br />
