LINIIt,MUnNVU«A <br />?i INSURANCE ON FILE A-2011-167 <br />WORK MAY PROCEED <br />\ UNTIL INSURANCE EXPIRES <br />1 ^ KYUCIL 201 <br />DATE 6 Contract No. <br />AGREEMENT UNDER THE WORKFORCE INVESTMENT ACT <br />rQ <br />V <br />THIS AGREEMENT, made and entered into this 1" day of July, 2011, by and between <br />the City of Santa Ana, a charter city and municipal corporation duly organized and existing under the <br />Constitution and laws of the State of California ("CITY") and Orange County Conservation Corps, a <br />non-profit corporation ("CONTRACTOR"). <br />W-I-T-N-E-S-S-E-T-H <br />Recitals: <br />v A. CITY has been designated a Local Workforce Investment Area (LWIA) under <br />the Workforce Investment Act of 1998, Public Law 105-220 ("the Act"). <br />B. The State of California has created the LWIA to administer the Act programs <br />operated by the State of California pursuant to the Act. <br />C. As a LWIA, CITY is entitled to receive federal funds to establish programs to <br />prepare economically disadvantaged youths for entry into the labor market and to provide basic skills <br />development to those individuals who are economically disadvantaged or otherwise face serious <br />barriers to succeeding in life. One goal of California's Workforce Investment System is to provide <br />youth with the opportunities to achieve career goals that will allow them to successfully compete in the <br />labor market and prepare them for higher education. <br />D. CONTRACTOR is experienced in operating education, occupational <br />development and employment programs for economically disadvantaged youths for entry into the labor <br />market ("said program"). <br />E. CONTRACTOR is willing to operate said program pursuant to the Act and <br />California law. <br />F. CONTACTOR acknowledges that evaluations will take place during the third <br />quarter of the first program year. CONTRACTOR may be awarded second program year funding, <br />depending on available funds, upon the approval of the Workforce Investment Board and City Council. <br />Contracts may not begin until fully executed by Council. Contractor must comply with applicable <br />Federal, State and local legislation, rules and regulations and Contractor must meet enrollment and <br />program goals. <br />Page 1 of 16
