Approve an appropriation adjustment recognizing $137,885.45 in Department of Labor <br />Workforce Investment Act funds awarded to the City of Santa Ana Workforce Investment <br />Board by South Bay Workforce Investment Board, Inc. for a Dislocated Worker Program. <br />2. Authorize the City Manager or his designee to execute the attached agreement with South <br />Bay Workforce Investment Board, Inc. in the amount of $137,885.45, subject to non- <br />substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />National Emergency Grants (NEG) are awarded at the discretion of the Secretary of Labor when <br />there are substantial layoffs and a need to supplement the states' programs for laid off workers. In <br />June 2011, the Department of Labor awarded a $45,080,077 NEG to the South Bay Workforce <br />Investment Consortium, comprised of 21 workforce organizations, to provide employment and <br />training assistance to dislocated workers in California. Forty percent or $18,030,129 of the award <br />will be released and the additional funding will be available based on the need for assistance. <br />Services provided will include assessment, basic skills training, individual career counseling and <br />occupational skills training to prepare the workers for employment in strong local industries. <br />The City of Santa Ana Workforce Investment Board will receive $137,885.45 from the South Bay <br />Workforce Investment Board, Inc. to provide services to dislocated workers. The funds will allow <br />the Santa Ana WORK Center to provide staffing for the program, assessment, training, and case <br />management to sixteen laid off workers. Staff recommends approving the appropriation <br />adjustment and an agreement with South Bay Workforce Investment Board, Inc. to supplement <br />dislocated worker programs at the Santa Ana WORK Center. <br />20D-1
