Amendments to HPRP Agreements <br />AUGUST 24, 2011 <br />Page 2 <br />in the amount of $20,000, subject to non-substantive changes approved by the City <br />Manager and City Attorney. <br />DISCUSSION <br />The American Recovery and Reinvestment Act of 2009 (Recovery Act) appropriated $1.5 billion <br />for communities to provide financial assistance and services to prevent individuals and families <br />from becoming homeless and to help those who are experiencing homelessness to be quickly re- <br />housed and stabilized. Santa Ana was allocated $2,831,989 under the terms of the funding <br />distribution formula established by the U. S. Department of Housing and Urban Development <br />(HUD) for these programs, which are titled Homelessness Prevention and Rapid Re-Housing <br />(HPRP). <br />On September 8, 2009, City Council authorized the execution of agreements with nine local <br />HPRP non-profit sub-recipients to carry out HPRP services. On September 7, 2010, after one <br />year of operation, City Council authorized amendments with three sub-recipients to transfer funds <br />between programs and to expand HPRP services to better meet the needs of the community. On <br />January 4, 2011, City Council authorized the execution of amendments with five sub-recipients to <br />meet the HPRP program requirement of expending 60% of the award funds within two years of <br />the date that HUD signed the grant agreement. At that time, three sub-recipients returned a <br />portion of their grant and the funds were re-allocated to two sub-recipients who had the interest <br />and ability to spend the additional funds. <br />Considering current expenditure rates and projections as to whether each sub-grantee will meet <br />the 100% expenditure requirement by June 2012, it is necessary to amend the agreements <br />again. Staff and sub-recipients have agreed upon the following adjustments to the HPRP <br />allocations: <br />Organization Returning Funds Homelessness Prevention Rapid Re-Housing <br />Olive Crest $15,000 $55,000 <br />Public Law Center $17,500 <br />Illumination Foundation $20,000 <br />TOTAL $107,500 <br />Organizations Receiving Funds Homelessness Prevention Rapid Re-Housing <br />Interval House $53,750 <br />WISE Place $26,875 $26,875 <br />TOTAL $107,500 <br />25C-2
