Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute the attached funding agreement <br />with Orange County Transportation Authority for the M2 Comprehensive Transportation Funding <br />Programs. <br />DISCUSSION <br />On November 7, 2006, voters approved the Renewed Measure M half-cent sales tax (M2), <br />extending the program over a 30-year period commencing on April 1, 2011. In addition to the <br />original three program components, this generation of the Measure M Transportation Plan <br />expands the program to include Environmental Cleanup and Taxpayer Safeguards and Audits. <br />To receive revenues from the one-half-cent sales tax (M2), cities and the County of Orange must <br />enter into an agreement to coordinate land use and transportation decisions, establish cooperative <br />transportation planning programs with neighboring jurisdictions, develop Growth Management <br />programs, and guarantee that transportation funds are used for transportation purposes only. <br />The programs are designed to reduce traffic congestion, strengthen our economy and improve our <br />quality of life by maintaining streets and roads, synchronizing traffic signals, and protecting our <br />environment from the oily street runoff that pollutes the Orange County beaches. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />25E-1
