Lss07/21/11 <br />RESOLUTION NO. 2011- <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA AUTHORIZING THE EXECUTIVE DIRECTOR <br />OF THE PUBLIC WORKS AGENCY TO SUBMIT FIVE <br />PROJECTS TO THE CALIFORNIA DEPARTMENT OF <br />TRANSPORTATION FOR FUNDING THROUTH THE <br />FEDERAL SAFE ROUTES TO SCHOOL PROGRAM <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby, finds, determines <br />and declares as follows: <br />A. Section 1404 of the Safe, Accountable, Flexible, Efficient Transportation <br />Equity Act: A Legacy for Users (SAFETEA-LU), enacted by Congress in <br />August 2005, authorized a federal Safe Routes to Schools (SRTS) <br />construction program ("Program") to provide funds for construction and <br />improvement projects that improve the safety and increase the usage of <br />pedestrian and/or bicycle routes to and from schools. <br />B. Eligible projects include the construction and improvement of school <br />pedestrian and bicycle safety projects such as traffic signals, school <br />signage, in-pavement lighted crosswalks, and traffic calming projects. <br />C. The California Department of Transportation (CalTrans) as administrator of <br />the Program is required to make grants available to local governmental <br />agencies statewide on a competitive basis. <br />D. The City of Santa Ana possesses the legal authority to nominate, finance, <br />acquire and construct projects which are eligible for funding under the <br />Program. <br />E. The City Council of the City of Santa Ana supports efforts to improve <br />pedestrian and bicyclist safety in the City of Santa Ana. <br />Section 2. The City Council of the City of Santa Ana (a) authorizes the <br />Executive Director of the Public Works Agency, or his designee, as agent for the City, to <br />execute and submit all necessary documents, including but not limited to applications <br />and agreements required to be submitted to CalTrans for the five (5) projects identified <br />in Exhibit 1 attached hereto, and (b) ratifies any application previously submitted by the <br />Director for funding of said projects under the federal Safe Routes to Schools Program. <br />55b-4
