8/9/11 LES <br />CRA RESOLUTION NO. 2011- 010 <br />A RESOLUTION OF THE COMMUNITY REDEVELOPMENT <br />AGENCY OF THE CITY OF SANTA ANA ESTABLISHING AN <br />INITIAL ENFORCEABLE OBLIGATION PAYMENT <br />SCHEDULE PURSUANT TO ASSEMBLY BILL NUMBER <br />ABX1 26 <br />BE IT RESOLVED BY THE MEMBERS OF THE COMMUNITY <br />REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA, AS FOLLOWS: <br />Section 1. The Community Redevelopment Agency of the City of Santa Ana <br />conclusively finds, determines and declares as follows: <br />A. The Community Redevelopment Agency of the City of Santa Ana <br />("Agency") is a community redevelopment agency organized and existing <br />under the California Community Redevelopment Law, Health and Safety <br />Code Sections 33000, et seq. ("CRL") and has been authorized to transact <br />business and exercise the powers of a redevelopment agency pursuant to <br />action of the City Council of the City of Santa Ana ("City"). <br />B. The City approved and adopted the Redevelopment Plan for the Merged <br />Project Area (the "Redevelopment Plan") as amended periodically, covering <br />properties within the City (the "Project Area") in compliance with the <br />requirements of the CRL. <br />C. Since the dates of adoption of the Redevelopment Plan, the Agency has <br />undertaken redevelopment projects in the Project Area to reduce and/or <br />eliminate blight, improve public facilities and infrastructure, renovate and <br />construct affordable housing, enter into partnerships with private industries <br />to create jobs and develop local job opportunities, and alleviate deficiencies <br />in public infrastructure. <br />D. The Agency hopes, over the next few years, to continue to implement a <br />variety of redevelopment projects and programs to continue to <br />reduce/eliminate blight, improve public facilities and infrastructure, renovate <br />and construct affordable housing, enter into partnerships with private <br />industries to create jobs and develop local job opportunities, and alleviate <br />deficiencies in public infrastructure. <br />E. As part of the 2011-2012 State budget bill, the California Legislature has <br />recently enacted and the Governor has signed, companion bills Assembly <br />Bill X1 26 and Assembly Bill X1 27 ("ABX1 26" and "ABX1 27" respectively) <br />requiring that each redevelopment agency ("agency/ies") be dissolved <br />CRA Resolution No. 2011-010 <br />Page 1 of 4
