Set Public Hearing For <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution to approve the proposed expenditure plan for the FY 2011/12 Supplemental <br />Law Enforcement Services Fund, and amend the expenditure plan for unspent FY 2010/11 funds. <br />DISCUSSION <br />The State of California provides grant funding to State law enforcement agencies through the <br />Supplemental Law Enforcement Services Fund (SLESF). The grant requires that funding be <br />allocated to counties and cities in accordance with specific requirements for front-line law <br />enforcement services. Front line law enforcement typically includes community oriented policing <br />projects and special law enforcement activities that require use of additional police officers in <br />specially targeted saturation areas. Total funding allocation is based on annual estimated <br />population figures for respective counties and cities. <br />The projected funding amount for FY 2011/12 is estimated at $350,000. In compliance with the <br />requirements of this legislation, the Orange County Supplemental Law Enforcement Oversight <br />Committee has requested that all cities obtain City Council approval of their Description of <br />Planned Expenditures for FY 2011/12. The Police Department plans to utilize these funds to for <br />special enforcement and gang detail overtime. <br />Additionally, the Police Department would like to amend <br />be redirected to special enforcement and gang detail <br />originally planned on using these funds to hire four <br />the plan for FY 2010/11 grant funds to <br />overtime also. The Department had <br />Police Recruits. However, given the <br />75C-1
